The June 9, 1997 meeting of the Community and Economic Development
Committee was called to order by its Chairperson, Council Member John Broden at 5:00
p.m.in the Council informal meeting room.
Persons in attendance included Council Members: Aranowski, Pfeifer, Broden,
Varner,Ujdak, Coleman,Hosinski, Sniadecki; Larry Magliozzi, Denise Chambers,Mike
Beitzienger, Richard Hill, Ann Kolata, Mike Wojtysiak, Cleo Hickey, Terry Bland, and
Kathy Cekanski-Farrand.
Council Member Broden noted that the first item on the agenda was to review Bill No. 47-
97 which involves a lease of the Redevelopment Authority. Ann Kolata made the
presentation. She noted that the lease between the South Bend Redevelopment Authority
and the South Bend Redevelopment Commission was for three primary purposes, namely
g a new Stage House; #2 the
House and the rebuilding of Sta
#1 the demolition of the Stage g
renovation of the auditorium;and#3 the renovation Palais Royale including the ball room.
She noted that the Entertainment District Committee has worked with private fundraisers
and have received 1.7 million dollars of the five million dollars pledged to date. She noted
that public monies would be paid out of the CEIT. The bond would be sold either later this
year or early next year. They are currently waiting for construction bids. In response to a
question raised by Council Member Broden it was noted that construction should start at
the end of this year. Cleo Hickey noted that private monies would be utilized for the utility
relocations in demolition. Council Members Coleman and Aranowski spoke in favor of the
proposed bill.
Following further discussion, Council Member Coleman made a motion seconded by
Council Member Pfeifer that Bill No. 47-97 be recommended favorably to Council. The
motion passed.
The Committee then reviewed Bill No. 48-97 which would amend the South Bend
Municipal Code reducing tax abatement procedures. Larry Magliozzi made the
presentation. He noted that the proposed bill would add four new areas to the list of
residentially distressed areas qualifying for residential tax abatement. He also noted that
state law will change July 1, 1997 with regard to tax abatement. He suggested that once
the state law is in effect that two additional areas be checked. He noted that the Mayflower
area contains between 20-30 lots,the Meade area contains 25,Linden contains 15 lots and
West Washington contains 40 lots.
Council Member Coleman spoke in favor of the proposed bill. He noted that the Council
had worked in an attempt to have 13 additional areas designated. He suggested that these
areas be reviewed once the new state law takes effect. Council Member Pfeifer and
Council Member Broden spoke in favor of the proposed bill.
Following further discussion, Council Member Coleman made a motion seconded by
Council Member Pfeifer that Bill No. 48-97 be recommended favorably by Council. The
motion passed.

The Committee then reviewed Bill No. 97-35 which is a five year personal property tax
abatement request for Imgineering Enterprises Inc. for property located at 1302 West
Sample Street. Mr. Mike Beitzienger reviewed tches noting that the area qualifies for la

five year personal property tax abatement.
Mr.Mike Wojtysiak the C.P.A.for the petitioner made the presentation. He noted that his
client provides metal finishing services to the automotive and aerospace industries. The
total cost of new machinery and equipment is approximately 300,000 which would create
12 new permanent full-time jobs with an annual pay roll of 335,000.

Following discussion, Council Member Coleman made a motion seconded by Council
Member Pfeifer that Bill No. 97-35 be recommended favorably. The motion passed.
There being no further business to come before the Committee,the meeting was adjourned
at 5:45 p.m..
