The May 27, 1997 meeting of the Community and Economic Development Committee was called to order by its Chairperson, Council Member John Broden at 5:00 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, Varner, Ujdak, Coleman, Sniadecki; Sue Hodgson, citizen member, Dea Andrews, Mike Beitzinger,Ann Kolata, Daniel P. Thorsberg,and Kathleen Cekanski-Farrand. Council Member Broden noted that the first item on agenda was to review Resolution No. 97-30 which is a ten year real property tax abatement request for South Bend Heritage Foundation and Baugo Creek Realty. Mr. Mike Beitzinger reviewed the report dated May 14, 1997 (copy attached). He noted that the project involves the constriction of a 25,325 square foot building on approximately 2.92 acres on the northeast corner of Chapin and Western Avenue. It would create 30 new jobs with an annual payroll of approximately$260,00. He noted that it must be considered J P Y PP Y 2- 4 of the South Bend Municipal Code in light of the as a special exception under section 8 P g P eP It was noted that section VI of the meet a fact that it does not eet a 11 of the code standards. t w proposed resolution sets forth the three principal reasons why the area in question qualifies as a special exception. Dea Andrews made a further presentation on behalf of the petitioner. She showed a site plan to the committee and noted that it is important as a continuation of WWCRP. Ann Kolota spoke in favor of the proposed abatement and believes that it does meet the special exception criteria. Council Member Pfeifer stated that this project is instrumental in restoring the neighborhood with the first phase being the restoration of housing and the second stage being the restoration of businesses. Council Member Coleman spoke in favor of the proposed abatement. Following discussion Council Member Coleman made a motion seconded by citizen member Sue Hodgson that Resolution No. 97-30 be recommended favorably to Council. The motion passed. The Committee then reviewed Resolution No. 97-31 which is a three year real property tax abatement request for CDT,LLC. Mr.Mike Beitzinger reviewed the report dated March 21, 1997. (copy attached) He noted that the petitioner would construct three buildings of five town homes each at the southeast corner of Corby and Niles Avenue. The total cost for the redevelopment is 1.8 million dollars. The petitioner qualifies for a three year real property tax abatement under section 2-77 of the South Bend Municipal Code. • rink Community and Economic Development Committee May 27, 1997 Page 2 Mr. Daniel P. Thorsberg spoke on the behalf of the petitioner. Mr. Thorsberg noted that 15 town houses would be constructed and showed an earnest rendering of the proposed project. He noted that a consultant is involved with regard to the marketing of the town homes. Ann Kolata spoke in favor of the proposed abatement. Mr. Thorsberg noted that the market is aimed at the"empty nesters"with each unit being sold between $175,000 to $179,000. Council Member Broden noted that neighborhood services would be contributing an additional $53,000 for the project and that the northeast neighborhood endorses the project. Dea Andrews spoke in favor of the proposed abatement. Council Member Broden spoke in favor of the abatement noting that this would be quality "B" zoning which would add approximately a two million dollar investment to the neighborhood. Following discussion, Council Member Pfeifer made a motion seconded by Council Member Sniadecki that Resolution No. 97-30 be recommended favorably to Council. The motion passed.
