Common, eoawa(of•tlo. &i Joat4 gireeuk The July 28, 1997 meeting of the Public Works and Property Vacation Committee was called to order by its Chairperson, Council Member David Varner at 4:05 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Aranowski, Kelly, Ujdak, Varner, Coleman, Broden, Pfeifer, and Hosinski, Sniadecki; Paul Costello, Carl Littrell, Bruce Bancroft, Terry Bland, Mr. Galesbee, Roman Johnson, William Hostetler, Todd Seiger, and Kathy Cekanski Farrand. Council Member Varner noted that the first item on the agenda was to review Bill No. 61- 97 which is a request to vacate an alley north of West Angela Blvd. Mr. Paul Costello made the presentation. He noted that the purpose of the vacation is to permit construction of a patio and arbor for the property located at 303 West Angela Blvd. Council Member John Hosinski noted that the Board of Public Works sent this Bill with an unfavorable recommendation in light of the concern for ingress and egress for 12 garages from the alley. Mr. Galesbee followed a petition with 13 of 17 residents being against the proposed vacation. Council Member Broden noted that the petition may be possible if the area in question was reduced in size. The Council Attorney noted that the petitioner could request a continuance and work with the Engineering Department for a new legal description and the Board of Public Works would need to review it again. Following discussion, Mr. Costello requested a continuance of Bill No. 61-97 until the next Council Meeting. The Committee then reviewed Bill No. 63-97 which is a petition to vacate an alley south of Bartlett St. Bruce Bancroft an attorney on behalf of the petitioner, Memorial Hospital, made the presentation. He noted that the request is based on the request that the current alley is dangerous and that with the vacation it would permit parking onto the alley which is needed. Mr. William Hostetler of 708 St. Joe St. spoke in favor of the proposed vacation. He noted that he would like it closed off permanently due to problems involving traffic and snow removal. Mr. Carl Littrell stated that the parking lot would need to be addressed with regard to fire safety concerns. Mr. Bancroft stated that he would work with the fire department when the parking lot is reconfigured. Mr. Todd Zeiger also spoke in favor of the proposed vacation on behalf of the near Northwest Neighborhood Association. Following discussion, Council Member Aranowski made a motion seconded by Council Member Broden that Bill No. 63-97 be recommended favorably to Council. The motion passed.
