Public Works and Property Vacation Committee

The January 27, 1997 meeting of the Public Works and Property Vacation Committee was
called to order by its Chairperson, Council Member David Varner at 4:30 p.m. in the
Council informal meeting room.
Persons in attendance included Council Members Broden,Ujdak, Sniadecki, Aranowski,
Kelly,Varner,and Coleman;Ann Kolata,William Panzica,Mike Carrington,Larry Grear,
Don Fozo and Kathleen Cekanski-Farrand.
Council Member Varner noted that the first item on the agenda was to review a proposed
alley vacation for the first North-South alley West of St. Joseph Street.
Mr. William Panzica made the presentation. He noted that he was before the Common
Council last Fall and that this request received a unanimous favorable recommendation
from the Committee and was unanimously passed by the Common Council. He noted that
his office made an oversight and that one property owner did not receive legal notice of the
proposed vacation. He further noted that the vacation is necessary in order to provide a
security perimeter to the Bankruptcy Court building presently under construction.
Mr. Michael Carrington, the U. S. Marshall, noted that the alley in question would be
restricted to authorized individuals who would have access to the six secured interior
parking spaces in the Court building. He noted that the vacation would provide a"clear
zone" which is necessary for security purposes. He noted that the building under
construction is approximately 4 million dollars in cost and will have five fulltime security
officers. He noted that the design of the building was approved prior to the Oklahoma City
bombing incident . It would not meet current federal guidelines today and therefore the
vacation is critical in order to secure the individuals who will work at this facility, and the
building.
Mr. Panzica added that the potential remonstrater who owns the former Inwood's building
is concerned whether the forty foot semi tractor-trailer could have ingress/egress to the
loading dock. Mr. Panzica noted that he could get out through the secondary alley and
therefore access would not be deterred.
Ann Kolata, on behalf of the Redevelopment Department, spoke in favor of the proposed
rezoning.
Dr.Varner noted that the proposed vacation received a favorable recommendation from the
Board of Public Works (copy attached) and that it had previously received a favorable
recommendation from the Board last Fall.
Following further discussion, Council Member Ujdak made a motion, seconded by
Council Member Aranowski, that Bill No. 1-97 be recommended favorably to Council.
The Motion passed.
There being no further business to come before the Committee,the meeting was adjourned
at 4:40 p.m.
