Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, Broden, Varner, Ujdak, Coleman, Hosinski, Sniadecki; Don Porter, Carl Littrell, Chief Luther Taylor, Chief Rex Switalski, Amy Olson, Ann-Carol Simons, and Kathleen Cekanski- Farrand. Council Member Pfeifer noted that the subject of the meeting was to review Substitute Bill No. 72-97 which would amend the South Bend Municipal Code addressing charitable, religious,educational and fraternal organizations. Ann Carol-Simons, Assistant City Attorney, made the presentation. She noted that the changes appear on page two with regard to licensing for restaurants and itinerant restaurants for such charitable organizations. The Council Attorney, Council President and Council Member Hosinski voiced concern with regard to the removal of the proposed regulations. The Council Attorney recommended that all charitable groups should be required to adhere to all Health and Safety Regulations with only the fee dollar amount being waived. Council President Kelly spoke in favor of such a revision. Council Member Hosinski suggested that a substitute bill incorporating the change be presented. Following further discussion, Council Member Hosinski made a motion seconded by Council Member Coleman that the proposed amendment to Bill No.72-97 removing the fee only and retaining all requirements for charitable organizations with regard to restaurant licensing be recommended favorably. The motion passed.
