After due consideration the following action was taken:
Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and unanimously
carried by vote, the Historic Preservation Commission REMANDED THE APPROVAL of
Certificate of Appropriateness Application #2022-0806 to staff for consideration.
Vote: 5-0. Five in favor, none opposed.
COA#2022-0806 is REMANDED TO STAFF.

Upon a motion by Elizabeth Hertel, seconded by Don Dietz, and carried by vote, the Historic
Preservation Commission APPROVES Certificate of Appropriateness Application #2022-0806A
with remanding of approval of exterior modifications to staff.
Vote: 4-1. Four in favor, one opposed.
COA#2022-0806A is APPROVED.

Upon a motion by Elizabeth Hertel, seconded by Joan Downs Krostenko, and carried by vote,
the Historic Preservation Commission AMENDS the Certificate of Appropriateness Application
#2022-0902B to remove portion 2 of the application "remove decorative railing on the roof of
the east facing porch" due to the homeowners' request to withdraw that portion of the
application.
Vote: 3-0-1. Three in favor, none opposed, two abstained
COA#2022-0902B is AMENDED.
Upon a motion by Joan Downs Krostenko, seconded by Don Dietz, and carried by vote, the
Historic Preservation Commission CONTINUES the hearing of the Certificate of
Appropriateness Application #2022-0902B to the October meeting.

Staff Recommendation: Staff recommends Approval
The applicant was represented by: Kevin Smith, 506 W South St. South Bend, Indiana, served as
applicant.
The public was represented by: Todd Zeiger, Indiana Landmarks, Northern Regional Office, 801
West Washington Street, South Bend, Indiana 46601 spoke in favor of the application and
provided a letter of support.
After due consideration the following action was taken:
Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and unanimously
carried by vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2022-0906.
Vote: 5-0. Five in favor, none opposed.
COA#2022-0906 is APPROVED.
vi. 2022-0906B 1240 West Thomas Street Local Landmark, Ordinance #9037-1999
(Audio Position: 58:49)
The staff report was presented by: Adam Toering
Staff Recommendation: Staff recommends dividing the project into three components:
2022-0906E-1 — Remove/reconstruct hose tower: Staff recommends approval. The proposed
reconstruction would replicate/reconstruct a character defining feature of this structure.
2022-09066-2 - Siding over window openings with vinyl siding: Staff recommends denial.
Temporary window coverings may be approvable. The Standards discourage adding
additional siding to existing materials. Permanent covering/filling in of the existing windows
on the north (Thomas) and west (Walnut) facades will not be zoning compliant.
2022-0906B-3 — Installation of metal and glass fold -open doors: Staff recommends denial.
The proposed glass doors are of a different size and texture (and configuration) than the
existing doors.
The applicant was represented by: Eric A. Boyd, 1240 West Thomas Street, South Bend, Indiana
served as applicant.
The public was represented by: There was no one from the public to speak
After due consideration the following action was taken:
Upon a motion by Elizabeth Hertel, seconded by Joan Downs Krostenko, and unanimously
carried by vote, the Historic Preservation Commission APPROVES SPLITTING the Certificate
of Appropriateness Application #2022-0906B into three parts, 1, 2, and 3.
Vote: 5-0. Five in favor, none opposed.
COA#2022-0906B is SPLIT.
Upon a motion by Elizabeth Hertel, seconded by Don Dietz, and unanimously carried by vote,
the Historic Preservation Commission REMANDED THE APPROVAL of the Certificate of
Appropriateness Application #2022-0906B-1 to staff for materials and dimensions of the hose
tower.

COA#2022-0906B-1 is REMANDED TO STAFF.
Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and unanimously
carried by vote, the Historic Preservation Commission DENIES Certificate of Appropriateness
Application #2022-0906B-2.
Commissioners are required to state their reasons for denial. Roll was called.
Commissioner Wyncott (AYE): I think because of the vinyl.
Commissioner Dietz (AYE): The vinyl is in conflict I think with the building.
Commissioner Andrews (AYE): I vote against it as well for reasons already stated, vinyl
is against the standards and guidelines.
Commissioner Hertel (AYE): I vote to deny this application because vinyl is not
approved in the standards and guidelines.
Commissioner Downs Krostenko (AYE): I vote to deny the application because vinyl
isn't approved but also because I'm a little afraid that covering it with vinyl would turn
into a semi -permanent solution to the privacy and security issue when I would rather
see the windows boarded and then a permanent solution be the restoration of the
openings properly done.
Vote: 5-0. Five in favor, none opposed.
COA#2022-0906B-2 is DENIED.
Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and unanimously
carried by vote, the Historic Preservation Commission CONTINUES the hearing of the
Certificate of Appropriateness Application #2022-0906E-3 to the October meeting.
Vote: 5-0. Five in favor, none opposed.
COA#2022-0906B-3 is CONTINUED.
vii. 2022-0907A 720 Park Avenue Chapin Park LHD, Ordinance #9574-05

Staff Recommendation: Staff recommends Approval

applicant.

After due consideration the following action was taken:
Upon a motion by Elizabeth Hertel, seconded by Joan Downs Krostenko, and unanimously
carried by vote, the Historic Preservation Commission AMENDS the Certificate of
Appropriateness Application #2022-0907A to clarify the application item description from
"Repair and relocate barn" to "repair and relocate the barn, rotating it 900, move about 5'40'
south east and align with the current driveway as indicated on the drawing."

August 15, 2022 minutes
Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and unanimously
carried by vote, the minutes from the August 15, 2022 Historic Preservation Commission are
approved.
Note: David Wyncott was offline from 8:20 pm to 8:22 pm during this discussion

VIII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS
a. A discussion was held by the board members regarding their vision for the Commission and their
mission statement ideas. Will continue the discussion next month.
b. Verbatim account of the discussion regarding the mission statement (Audio Position 2:31:14)
Commissioner Andrews: So, Joanie drafted a mission statement. This was the existing one and
this is the drafted one that Joanie sent over. Once again, I can't be emailing some of this
stuff to everyone, so we want to discuss it here together. Um if there are things that you
would like to see in the mission statement or that you feel are missing or if there are edits
that need to be made um let's talk about that now. Joanie, do you want to give any other
additional color to what you put forth.
Commissioner Downs Krostenko: No
Commissioner Andrews: One of the things that um upon reading it that I was worried about is
that where it says the mission of the HPC of South Bend is to advocate for the preservation
of all historic buildings, spaces, and resources within the geographic area under our
mandate. I'm concerned about having the word�all there because not all of these buildings
are under our mandate. Um so I think we just have to be careful for what we can.
Commissioner Hertel: That would make sense, it would be to say to strike all. The preservation
of historic building, spaces, and resources withing the geographic area. I feel that mandate is
kind of a harsh word so maybe jurisdiction. Um
Commissioner Downs Krostenko: Under our jurisdiction.
Commissioner Hertel: Yeah

Commissioner Downs Krostenko: We can get rid of`al�but what I didn't want um was for it to
say we're only going to advocate for the preservation of buildings that are either already
protected or in districts, because there was a suggestion when I started writing this that that's
what it should say and I didn't want to tie our hands and say for instance that would mean
our top 10 list that we eventually have, we wouldn't have given ourselves permission to even
have. Or to advocate for
Adam Toering: So, I'm showing this for Don more than anything. This is the current mission
statement. Identify architecturally or historically significant buildings, structures, sites, and
objects. Promote their protection and preservation to enhance both human and economic
welfare. And accommodate development and redevelopment in the city and county.
Commissioner Andrews: Another thing that came to mind um, the other items that are bulleted
in terms of this includes working as a group to: and then those three bullets underneath. That
can probably be, I would view that as not being part of our mission, those are just key
activities that we hold ourselves accountable to do. Um, so maybe just sticking with the
mission statement to be just the first bullet only.
Commissioner Hertel: But I like the strategizing methods for public awareness and proactive
preservation advocacy. So, I think advocacy on our part, that is the top ten. That is coming
up with what we are going to focus on. So, I feel that's important. Maybe that shouldn't be a
bullet point. Maybe that should stand on its own.
Commissioner Downs Krostenko: I was just really offended by the original draft which said that
we had to accommodate, what did it say,'accommodate redevelopmentlor whatever.
Accommodate development, so that's like accommodate development means always
accommodate development, and I don't have any reason why we shouldn't accommodate
development, but not always accommodate. Like that says if it's development then Historic
Preservation doesn't really get to vote anymore it's only when it doesn't involve development
that we get to vote on it or have some kind of influence,or activate our voice,and I just didn't
want that in there. I was like mmrrrp that is definitely not a pro historic preservation stance to
take. Not that we're against development but not that we should be expected to
accommodate it.
Unable to hear sound or who is speaking is not talking into the microphone
Commissioner Hertel: and then that last point. I don't know if that necessarily needs to be a part
of our mission statement, our priorities are preservation of all historic buildings spaces and
resources within the geographic area under our mandate, to advocate for homeowners and
structures, to be proactive in preservation and in

Adam Toering: Hey Kate, when you are doing minutes for this section if you could like verbatim
at least this portion whether it's included in the minutes. Just make sure we got it. Thank you
Commissioner Andrews: Other comments or feedback on what you're looking at now.
Adam Toering: Something that Ross and I were discussing earlier, um, and Ross summarized
this really well, but mission statement, values, beliefs, like there's a hierarchy there of uh in
branding, in marketing and this is our mission statement. It should be concise and short. Um,
like, we can talk about beliefs; we can talk about values, that are like those are core things
that we'll be using when we go about doing our business, but the mission statement should
be distilled succinctly, like it is a this is what we do um
Commissioner Hertel: It's your elevator pitch.
Adam Toering: It's the elevator 1000% and ...
Commissioner Hertel: -- 30 seconds...

Adam Toering: Ross has seen me do that -- believe it or not I actually don't always talk.
Commissioner Wyncott: I think a mission statement is less than an elevator, it's even less than
an elevator speech, it's a sentence or you know two, that just says. uh I wonder like when I
look at the second bullet which includes working as a group for, I really think that identifying
what needs attention, like to be both like reactionary but also like proactive are two separate
things and I so I wonder if like you could take out because the first part, the first bullet,
includes to advocate for the preservation of historic buildings, spaces, and resources.
Actually that makes sense. That kind of to me includes doing government and private
entities. Um so I think you could probably lose the last two sub -bullets of part two and kind of
like really and I think that would tighten it up a little bit potentially. I don't know what others
think about it.
Commissioner Andrews: I like that, I think distilling it into what's most important to us. Like why
do we sit here every month until 9 o'clock at night.
