Personnel and Finance Committee
to the Common Council of the City of South Stub:
The December 22, 1997 meeting of the Personnel and Finance Committee was called to
order by its Chairperson, Council Member Sean Coleman at 5:10 p.m. in the Council
informal meeting room.
Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden,
Varner, Ujdak, Coleman, Hosinski and Sniadecki; Bernie Kish, John Penney, Terry
Bland, Mayor Luecke, Cathy Roemer, Ann-Carol Simons, Richard Nussbaum, Ann
Bruneel,Don Fozo and Kathleen Cekanski-Farrand.
Council Member Coleman then called upon the City Controller, Cathy Roemer,to review
Bill No. 128-97 (substitute version) which would appropriate funds within various city
departments for the calendar year 1997 and Substitute Bill No. 129-97 which would
transfer monies from various funds within the departments for calendar year 1997. Ms.
Roemer noted that Bill No. 128-97 is a companion bill to Bill No. 129-97 with both
versions being substitute bills. They reflect requests to shift budgeted monies which were
based on an on needed basis to the actual forecasted expenditures in 1997. She noted that
there are five(5) basic categories and if there is any over expenditures that they must be
corrected. There is approximately $1.4 million dollars in the general fund being
underspend. In response to a question raised by Council Member Varner,it was noted that
some of the capital funds would come from the underspent amount.
Following further discussion, Council Member Aranowski made a motion, seconded by
Council Member Sniadecki,that Substitute Bill No. 128-97 be recommended favorably to
Council. The motion passed.
Following further discussion, Council Member Sniadecki made a motion, seconded by
Council Member Aranowski that Substitute Bill No. 129-97 be recommended favorably to
Council. The motion passed.
The Committee then reviewed Bill No. 130-97 which would address the enterprise fund for
the College Football Hall of Fame for the calendar year 1998. Council Member Coleman
noted that this bill was continued from the last Council meeting.
Mayor Luecke noted that he and the City Attorney,Richard Nussbaum went to Indianapolis
and are pleased to report that the new funding mechanism authorized by new state laws and
recently approved by the Council has been formerly approved by the state. It was noted
that there is a new position of a Group Sales Coordinator within the budget. Mr. Bernie
Kish,the Director of the College Football Hall of Fame,noted that more money would be
used for the Ampro Projection System utilized in the stadium theater. Negotiations have
taken place with them to upgrade for a cost of approximately $77,000 and a consultant.
The budget being recommended would include a $100,000 amount in cash reserves or a
cash balance which would require Council approval at a later date.
Mayor Luecke noted that long range planning is being utilized for the College Football Hall
of Fame. He also made reference to the editorial in today's South Bend Tribune. He
requested favorable action by the Council.
Council Member Sniadecki voiced concern with the regard to the overpayment of$75,000.

Council Member Varner also voiced concern of paying $250,000 for a projector which
included $75,000 for an upgrade. He noted that a new projector would have cost
$200,000. He stated that the warranty provisions should have been pursued by the city
before moving ahead on this matter.
Council Member Broden questioned the ISI Sports Contract and was advised that the
Commission was based on the contract.
Council Member Aranowski noted that fundraising efforts must be intensified in order for
the College Football Hall of Fame to improve financially.
Council Member Varner suggested that donations from Hall of Famers be pursued. Mr.
Penney noted that approximately $15,000 in donations had been received in a six week
period.
Council Member Ujdak questioned ISI's Commission and whether there would be a
renewal of sponsorship by the Post Office and Burger King. No status update could be
given.
Mayor Luecke noted that no current updated could be given, however, Mr. John Hansen
and the NFF Board were in communication with each other.
Mr. Kish stated that he would provide monthly financial reports to the Common Council.
He also agreed to meet on a quarterly basis regarding updates.
Following further discussion, Council Member Aranowski made a motion, seconded by
Council Member Coleman, that Bill No. 130-97 be recommended favorably to Council.
The motion was a 2-2 tie. Under Council procedures, the Council President would be
permitted to vote. Council President Kelly then voted in favor of Bill No. 130-97,with the
bill being sent favorably to Council by a 3-2 vote.
The committee then reviewed Bill No. 131-97 which would make technical corrections to
Ordinance No. 8623-95 addressing salaries of employees of the city of South Bend. The
City Controller made the presentation. She noted that the bill corrects titles and
incorporates new titles in light of restructuring. She noted that all positions have been
properly budgeted. She noted that one position is over the 3% increase. In response to a
question raised by Council Member Varner,it was noted that the Group Sales Coordinator
was absolutely essential in the opinion of the Mayor.
Following further discussion, Council Member Aranowski made a motion, seconded by
Council Member Sniadecki that Bill No. 131-97 be recommended favorably to Council.
The motion passed.
Council Member Pfeifer added that in light of the projector and its cost and the way that it
was handled by the City Administration for the College Football Hall of Fame, that she
believes strongly that $100,000 should be decreased from the College Football Hall of
Fame budget.

There being no further business to come before the committee,the meeting was adjourned
at 6:05 p.m.
