Public Works and Property Vacation Committee

The February 26, 1996 meeting of the Public Works and Property Vacation Committee was
called to order by its Chairperson, Council Member David Varner at 4:30 P.M. in the
Council informal meeting room.
Persons in attendance included Council Members: Varner, Luecke, Kelly, Zakrzewski,
Broden,Washington,Hosinski, Coleman, and Pfeifer;Don Fozo, Carl Littrell,Jenny Pitts
Manier, Dr. Carol Ecker, Jackie Wrolewski, Thomas Walz, Ann Kolata, Jeff Rinard,
Lorretta Duda, Patrick McGraw, Jan Hoffer, Phil St. Clair, Don Porter, and Kathleen
Cekanski-Farrand.
Council Member Varner noted that the first item on the agenda was to review Bill No. 3-96
which is a petition to vacate an alley and street near the area of Ohio and Fellows.
Council Member Varner noted that the Board of Public Works sent the proposed vacation
to the Council with a favorable recommendation(copy attached).Ann Kolata then made the
presentation. She noted that the vacation is necessary to allow the Family and Children
Center to go forward with a project near the facility of the new Parkview Juvenile Center
construction project. She stated that they are presently in the process of purchasing land
from the Redevelopment Commission and would have a facility for the Boys and Girls
Club run by the Family and Children Center. Council Member Varner noted that recently he
was advised that the Family and Children Center has been successful with approximately
80% of the fund raising for this project. In response to a question raised by Council
Member Broden,it was noted that there was not a cover letter with the proposed ordinance.
Mrs. Kolata stated that she would file one prior to tonight's s Council meeting.
Following favorable discussion, Council Member Zakrzewski made a motion, seconded by
Council Member Pfeifer, that Bill No 3-96 be recommended favorably to Council. The
motion passed.
The Committee then reviewed Bill No. 6-96 which is a request to vacate certain property
south of East Wayne Street. Mr. Tom Walz, the attorney for the petitioner, made the
presentation. He noted that he represents the estate of Ralph V. Ganser and Mr. Patrick
McGraw who is purchasing the property in question.He noted that Mr.McGraw intends to
use the property for recreational purposes so the youth in the area could use it once it was
developed further.
Council Member Varner noted that the proposed vacation received a favorable
recommendation from the Board of Public Works (copy attached). Following further
discussion, Council Member Washington made a motion, seconded by Council Member
Pfeifer that Bill No. 6-96 be recommended favorably to Council.The motion passed.
