The August 26, 1996 meeting of the Parks and Recreation Committee was called to order
by its Chairperson, Council Member John Broden at 4:18 P.M. in the Council informal
meeting room.
Persons in attendance included Council Members; Luecke, Kelly, Varner, Zakrzewski,
Coleman, Broden, Washington, and Pfeifer; Don Porter, Ann Bruneel, Jim Czerniak,
Jackie Boone, Sue Ushella, Citizen Member, Phil St. Clair, Eugina Schwartz, and
Kathleen Cekanski-Farrand.
The fast item on the agenda was to review Substitute Bill No. 70-96 which would approve
the sale of park property.
Mr. Phil St. Clair, the Superintendent of Parks made the presentation. He stated that the
Park Board has agreed to this project with certain conditions. He noted that Mr. Frank
Alford will give the presentation at this evening's meeting. It will be a three-phase project
which would transfer a portion of Oliver Park to the South Bend Housing Authority for use
as a Alonzo Watson Camps of Learner's Project.
Eugenia Schwartz the attorney for the South Bend Housing Authority then answered
questions on behalf of her employer. She noted that the U.S. Department of Housing has
provided for the Teaching Learning Center, the Day Care Learning Center, and the Sports
and Technology Learning Center.
In response to a questions raised by Council Member Broden, it was noted that submission
to HUD will take place with final word to be received by the end of October. In response
to a questions raised by Council Member Varner, it was noted that the personnel costs
would
be aid by HUD.

Council Member Pfeifer spoke in favor of the project. She stated that this is an offshoot of
the Doctor Howell Project who had been working on it for at least the last two years. She
is very excited about the recreational and sports activities and believes that it will be a plus
for this area
of the ci

Council Member Luecke also spoke in favor of the proposed project and believes it will be
a great asset to the community.
Following discussion, Council Member Luecke made a motion seconded be Council
Member Coleman that Substitute Bill No. 70-96 be recommended favorably to Council.
The motion passed.
There being no further business to come before the Committee the meeting was adjourned
at 4:37 P.M.
