At its November 8, 2022 meeting, the Board of Public Works approved the above
referenced ratified contract for the street collapse & cave-in at 1241 McCartney Street due to
an 18-inch vitrified clay sewer collapse for an increased amount of $15,805.63 with a final
total of $45,805.63.

Agenda Request – Ratify Emergency Repair Contract

The Department of Public Works Division of Engineering and Street/Sewer teams contacted G.E.
Marshall to assist with emergency repairs following the observance of a street collapse and cave-in
in front of 1241 McCartney Street approximately 215 feet east of Portage Road. An 18-inch vitrified
clay sewer collapse.
Description of Collapse and Temporary Repair
The 18-inch vitrified clay combined sewer pipe was observed to have longitudinal cracking along
the length of the pipe at the 3-, 6-, 9- and 12-o’clock positions. In addition, groundwater seepage
and calcium deposits (efflorescence) were also visible along the cracks, indicating groundwater.
At the location of the collapse, a clay sewer lateral at the crown of the vitrified clay pipe collapsed
causing the crown of the pipe to collapse. The condition of the pipe was very bad. The use
compression sleeve couplings to connect an identical pipe section was not resulted in additional
damage. Attempts were made but due to the longitudinal crack conditions, tightening the
compression repair couplings resulted the pipe walls fracturing and crushing during tightening.
As a result of the pipe conditions, the repair was completed with the use of a smaller, 15-inch SDR-
35 PVC pipe. The 15-inch pipe was inserted into the 18-inch pipe approximately 2 feet to 3-feet on
either side of the section that was removed to re-establish the flow line in the combined sewer pipe.
The new pipe was grouted in place using a concrete collar at each end of the repair section. The
sanitary sewer lateral for 1241 McCartney Street was re-established during the repair work.
During the repair, the G.E. Marshall had to address dewatering with in-situ pumps which required
additional time and effort. In addition, a lead water lateral service line was also exposed and had to
be replaced during the repair work. The roadway bedding was completed by G.E. Marshall. City
Street crews assisted with the asphalt patching efforts after the repairs were complete.
The section of 18-inch vitrified clay combined sewer pipe was added to the scope of work for the
2022/2023 Sewer and Manhole Rehabilitation work.
City’s repair estimate was $30,000. Final repair cost for the work was $45,805.63.
