HomeMy WebLinkAboutResolution No 55-2022 - Adopting a Policy for Snow Route Designation and PostingPage 2 of 3 RESOLUTION NO. 55-2022 A RESOLUTION OF THE BOARD OF PUBLIC WORKS FOR THE CITY OF SOUTH BEND, INDIANA, ADOPTING A POLICY FOR SNOW ROUTE DESIGNATION AND POSTING WHEREAS, the Board of Public Works ("BPW") is a contracting body of the City of South Bend (the "City") and exists and operates under the provisions of I.C. 36-4-9-5, as amended from time to time (the "Act"); and WHEREAS, pursuant to I.C. §36-9-6-2 and I.C. §36-9-6-3, the City of South Bend, Indiana Board of Public Works (“Board”) has authority over the use of public rights of way and is responsible for the supervision of streets, alleys and other property of the City; and WHEREAS, pursuant to the City of South Bend Municipal Code, Section 20-103 (“Code”), the BPW has the authority designate as snow routes streets which are heavily traveled and are necessary thoroughfares for the movement of vehicular traffic through the city; and WHEREAS, pursuant to the City of South Bend Municipal Code, Section 20-103 (“Code”), the BPW shall post suitable signs on streets designated as snow routes; and WHEREAS, the BPW has determined it to be in the best interest and safety of the City’s citizens and drivers to avoid sight-line issues and provide consistency in signs located in the public right-of-way; and WHEREAS, signs located within the City’s right-of-ways are to adhere to sound traffic engineering principles, in compliance with the Indiana Manual on Uniform Traffic Control Devices, and be limited in their locations; and WHEREAS, BPW shall empower the City’s team of engineers, street, and public safety professionals to establish the process for designing, locating, and installing snow route signs. Exhibit A presents the procedures for snow route designation and posting. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS THAT: The Board of Public Works for the City of South Bend, under the power vested by the City of South Bend Municipal Code Section 20-103, shall designate and mark snow routes, direct the City’s team of engineers, street, and public safety officials to determine the designation process, the sign designs, and installation locations. November 8, 2022 Page 3 of 3 EXHIBIT A PROCEDURES FOR DESIGNATION AND POSTING OF SNOW ROUTES In order to designate and post snow routes, the Board of Public Works of the City of South Bend sets forth the following procedures: 1. Pursuant to City of South Bend Municipal Code, Section 20-103, snow routes shall be designated on streets which are heavily traveled and are necessary thoroughfares for the movement of vehicular traffic through the City. Requirements for snow route designation shall include: •Road Designation: Arterial, Collector •Where on-street parking exists •Based on special circumstances requiring snow removal that the City Engineering Division may designate. 2. The City Engineering Division shall evaluate the designation and determine the sign design and location(s). 3.The snow route sign designs shall be in compliance with the current edition of the Indiana Manual on Uniform Traffic Control Devices. 4. The number of snow route signs shall be based on location of on-street parking, road geometry and sight distance, and length of road designated as snow route. 5. Upon a request by the City Engineering Division, the Bureau of Traffic & Lighting, Streets Division shall plan to make and install the snow route signs. 6. Maintenance of snow route signs: •The City Engineering Division working with the Bureau of Traffic & Lighting, will evaluate the condition of existing snow route signs to determine eligibility for replacement. •The Bureau of Traffic & Lighting shall fabricate and perform all required installation, maintenance, removal and replacement of snow route signs that are located within the right-of-way. 7. Removal. •The department shall remove a snow route sign if the street no longer meets the requirements for snow route designation.
