HomeMy WebLinkAbout04-15-96 Zoning & Annexation Commit/As 2sport: Zoning and Annexation Committee to tbs Common Count tI of tbs City of fond) Stub: The April 15, 1996 of the Zoning and Annexation Committee was called to order by its Chairperson, Council Member Tom Zakrzewski, at 3:45 P.M. in the Council informal meeting room. Persons in attendance included Council Members: Luecke, Washington, Kelly, Zakrzewski, Coleman, Pfeifer, Varner, and Broden; Doug Carpenter, Citizen Member, John Byorni, Ann Kolata, Betsy Harriman, Charles Pryor, Brian May, Don Porter, Mr. Trotter,Steve Amelia,Joseph Mancini,Larry Lackner,and Kathleen Cekanski-Farrand. The first item on the agenda was to review Bill No. 61-94 which would establish as an historic landmark the property located at 3418 Mishawaka Ave. Council Member Zakrzewski noted tha t Mr.Oxion request uest that this Bill be continued indefinitely. The Committee then reviewed substitute Bill No.5-96 which is a zoning request for the property located at 1512 West Liston Street. Mr. John Byorni noted that the proposal received a favorable recommendation from both the Staff and the Area Plan Commission. Mr.Brian May the attorney for the petitioner made the presentation. In response to a question raised by Council Member Broden,it was noted that the property in question had been slated for demolition and has been saved. In response to a question raised by Council Member Luecke,it was noted that the structure is currently divided into two units with the petitioner planning to live in one and renting out the other. Following further discussion, Council Member Luecke made a motion, seconded by Council Member Broden that substitute Bill No. 5-96 be recommended favorably to Council.The motion passed. Council Member Pfeifer noted that she was a member of WWCRP Board and that the Board was in favor of the proposed rezoning and that the petitioner has been very cooperative. The Committee then reviewed substitute Bill No. 7-96 which is a zoning request for the property located at 115 South Eddy Street. Mr.John Byorni noted that it received a favorable recommendation from both the Staff and the Commission.Mr.Byomi further noted that in light of the number of variances required for"0"that the petitioner is seeking a"C-1"zoning use. • r, r Committee Report Zoning and Annexation April 15, 1996 Page 2 Mr. Steve Annella representing the petitioners noted that he is taking what was once a doctors office and is moving an accounting office into it. The outside will remain substantially the same. Council Member Varner noted that the neighbors spoke in favor of the proposed rezoning at the Area Plan Commission meeting. Council Member Kelly spoke in favor of the proposed rezoning. Following discussion, Council Member Luecke made a motion, seconded by Council Member Varner, that substitute Bill No. 7-96 be recommended favorably to Council. The motion passed. The Committee then reviewed substitute Bill No. 10-96 which is a zoning request for the property located at 208 East Sample Street. Mr. Byorni noted that the proposal receives a favorable recommendation from both the Staff and the Area Plan Commission. Ann Kolata representing the Redevelopment Commission, who owns the property in question made the presentation. She noted that Champion Soft Water Company will become the owner. Mr. Charles Pryor the owner of the company then made a further presentation. He noted that his business is growing and in light of the tax abatement recently received by the City that he is looking forward to moving his company from Roseland to the Sample Street area. Following further discussion, Council Member Luecke made a motion, seconded by Council Member Varner that substitute Bill No. 10-96 be recommended favorably to Council.The motion passed. There being no further business to come before the Committee the meeting was adjourned at 4:14 P.M.
