Zoning and Annexation Committees

The January 8, 1996 of the Zoning and Annexation Committee was called to order by its
Chairperson, Council Member Tom Zakrzewski, at 4:32 P.M. in the Council informal
meeting room.
Persons in attendance included Council Members Luecke,Washington,Kelly,Zakrzewski,
Coleman, Pfeifer, Varner, Hosinski, and Broden; John Oxian, Gene Oakley, T. Brooks
Bradamas,Don Porter, and Kathleen Cekanski-Farrand.
Council Member Zakrzewski noted that the members of the Zoning and Annexation
Committee for calendar year 1996 include himself as Chairperson, Dr. David Varner as
Vice Chairperson,Steve Luecke and John Broden.
The first item on the agenda was to review Bill No. 62-94 which is a request to designate
the property located at 237 North Michigan as an historic landmakrk.
Mr.John Oxian made the presentation.He noted that the LaSalle Hotel currently owned by
Charismatic Renewal Services Inc. was built in 1921. It was located directly across from
the former Chicago, South Bend and South Shore Railroad Station. He noted that it is an
excellent example of the larger commercial structures which represents a blend of Chicago
School and Renaissance Revival.
He noted that the delay in coming to the Council was due to the ongoing negotiations
regarding the former Roma Building.He noted that the building can be classified as an A or
B status with A being more strict provisions and B being open. Mr. Oxian noted that the
Historic Preservation Commission will waive and leave open or establish a B status with
regard to windows, tuckpointing, and fencing. He noted that the attorney representing the
present owners voiced no opposition to the proposed designation.
Council Member Luecke noted that the Historic Preservation Commission at their regular
meeting held May 16, 1994 unanimously voted to send a favorable recommendation for the
local historic landmark designation.
In response to a question raised by Council Member Broden, it was noted that the current
owner is the Charismatic Renewal Services Inc.,however further noted that the building is
currently up for sale.
In response to a question raised by Council Member Varner, further detail with regard to
the A and B status were given and Mr. Oxian noted that the Historic Preservation
Commission is primarily concerned about maintaining the balconies. Council Member
Pfeifer noted that "The Program Homemakers" were run from this location for several
years.
Gene Oakley spoke in favor of the proposed designation.

Following further discussion, Council Member Luecke made a motion, seconded by
Council Member Broden that Bill No. 62-94 be recommended favorably to Council. The
motion passed.
There being no further business to come before the Committee the meeting was adjourned
at 4:43 P.M.
