The June 10, 1996 meeting of the Community and Economic Development Committee was
called to order by its Chairperson, Council Member Sean Coleman at 5:00 P.M. in the
Council informal meeting room.
Persons in attendance included Council Members: Kelly, Zakrzewski, Washington,
Varner,Luecke, Coleman, Pfeifer,Broden; Tom Ford,Ernie Szarwark, Mike Beitzinger,
Don Porter,and Kathleen Cekanski-Farrand.
The Committee then reviewed Resolution No 96-51 which is a ten year Real Property Tax
Abatement uest for the benefit of Midwest Land Development and Resolution No.96-52

which is a five year Personal Property Tax Abatement request for the benefit of Midwest
Land Company. Mr. Mike Beitzenger reviewed the report from the Community and
Economic Development Department dated July 18, 1995 noting that the total project is
estimated at 24 million dollars and meets all of the criteria of the city and the state.He noted
that the petitioner would be relocating from Chicago.
Mr. Ernie Szarwark, the attorney for the petitioner, made the presentation. He noted that
the petitioner is one of the premier commercial printers in the world. Two hundred new
jobs would be brought to the area.
Council Member Pfeifer questioned how many women would be hired at the facility and
the current status if whether there would be a day care operation. Mr. Szarwark stated that
he would have this information at this evenings meeting.
Following discussion, Council Member Luecke made a motion, seconded by Council
Member Zakrzewski that Resolution Nos. 96-51 and 96-52 be recommended favorably to
Council.The motion passed.
The Committee then reviewed Resolution No. 96-53 which is a five year Real Property
Residential Tax Abatement request for Value Plus Construction Inc. Mr. Beitzenger
reviewed his letter dated June 3, 1996 and the attachments which concluded that the
petitioner meets all of the state and local requirements for the Residential Tax Abatement.
Mr. Tom Ford, the president of Value Plus Construction Inc. made the presentation. He
noted that the property is 1915 North Olive Street where a home with an approximate value
of$60,000.00 would be built. Mr.Beitzenger then reviewed the report dated June 3, 1996
for Resolution No. 96-54 which a Residential Tax Abatement for Value Plus Construction.
It concluded that the petitioner meets all of the local and state requirements. Mr. Ford the
president of the company noted that he has built seven homes in the Olive Street area
already. The properties involved would be at 2300 West Bergan Street and 2400 West
Bergan Street, each valued at approximately $65, 000.00 with 1040 square feet with a
basement. Council Member Colemen congratulated Mr. Ford on his contribution to the
City.

Following discussion, Council Member Luecke made a motion, seconded by Council
Member Broden that Resolution Nos. 96-53 and 96-54 be recommended favorably to
Council.The motion passed.
There being no further items to come before the Committee the meeting was adjourned at
5: 30 P.M.
