The February 26, 1996 meeting of the Community and Economic Development Committee
was called to order by its Chairperson, Council Member Sean Coleman at 5:00 P.M.in the
Council informal meeting room.
Persons in attendance included Council Members: Kelly, Zakrzewski, Washington,
Varner, Luecke, Coleman, Pfeifer, Broden, Hosinski; Mary Booth, Sue Hodgson, Dr
Carol Ecker, Kathy Dempsey, Mary Watsworth, Mike Beitzinger, Don Porter, and
Kathleen Cekanski-Farrand.
Council Member Coleman introduced Sue Hodgson to the Committee as a returning Citizen
Committee Member. He noted that she works in the Mortgage Loan Department at Key
Bank.
The first item on the agenda was to review Resolution No. 96-18 which is a Resolution
requesting a five year real property residential tax abatement request for Bob Luan doing
business as B.L. Builders.
Mr. Mike Beitzinger made the presentation. He reviewed the report from the Community
and Economic Development Department dated February 19, 1996 which noted that the
petitioner qualifies for a five year real property tax abatement. (copy attached)
Mary Booth then made a formal presentation. She provided pictures of the areas in question
and noted that she had recently driven the area and is excited about the development. She
provided two handouts, one showing the types of style of homes that will be built ranging
in square footage from 1092 square feet to 1400 square feet. She stated that the importance
of tax abatement cannot be over stated. In the previous residential tax abatement for
Emmerson Forest she noted that the petitioner plans to go in and build 10 houses at a time
with those house ranging from$70,000.00 to$90,000.00. In response to a question raised
by Council Member Luecke, it was noted that the development on South Phillipa Meade
and West Indiana Ave. are all scattered and will have a broad based effect. Council Member
Pfeifer noted that this is a positive enticement for residential development in the City.
Council Member Coleman noted that pursuant to state law the City is allowed to designate
10% or 3.8 square miles for residential tax abatement. Currently, including the Emerson
Forest Development, the City has designated 2.2%.
The Council Attorney noted that Section II and III set forth the legal language necessary for
residential tax abatement in light of the new state law which took effect in 1995.
Following further discussion, Council Member Zakrzewski made a motion, seconded by
Council Member Luecke that Resolution 96-18 be recommended favorably to Council. The
motion passed.
Council Member Coleman noted that Beth Leonard will be giving the City Office report
tonight,focusing on Community Development Block Grants.

Mr. Mike Beitzinger then noted that Resolution No. 96-17 addressing the Confirmation
Resolution for Materbuilt will have a substitute version since the legal description was
inadvertently left out.
Citizen Member Sue Hodgson noted that often in her capacity in the Mortgage Loan
Department that she hears many individuals state that they are looking outside of the City
limits because"taxes are too high". She noted the need for abatement.
Council Member Coleman stated that in the weeks and months ahead that he will be
bringing further proposals in the residential tax abatement to the Committee for further
discussion.
There being no further items to come before the Committee the meeting was adjourned at
5: 20 P.M.
