AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, AMENDING THE MAXIMUM SALARY AND WAGES OF CERTAIN
NON-BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA
FOR THE CALENDAR YEAR 2013
STATEMENT OF PURPOSE AND INTENT
The Common Council approved Ordinance No 10199-12 establishing the 2013 maximum
salary and wages for all non-bargaining employees of the City of South Bend, Indiana on
October 29, 2012. Upon later review of the salary ordinance schedule it was determined
that a numerical transposition had been made in the 2012 salary ordinance for the
Financial Specialist IV position approved in 2011. The ordinance showed a maximum
salary level of$40,258 rather than$42,058 as had been established and approved by the
Common Council in 2010. This transposition was not corrected for the 2013 salary. The
purpose of this ordinance is to correct this error.
The overall guidelines used in this Ordinance are consistent with the overall negotiating
criteria used for all non-bargaining employees of a 2.0% increase to the maximum salary.
This Ordinance is in the best interest of the City and the affected non-bargaining
employees.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND,INDIANA, as follows:
SECTION I: Maximum Compensation
(a) The maximum amounts to be paid as annual compensation for a
Financial Specialist IV for the City of South Bend, Indiana for the
Calendar Year 2013 is $43,757. The bi-weekly amount is $1,683.
SECTION II. This ordinance shall be in full force and effect from and after its passage
by the Common Council and approval by the tic.

RE: Salary Ordinance Amendment to Correct a Mathematical Error for one Salary
Category—Financial Specialist IV
Dear President Dieter,
The Salary Ordinance passed fixing maximum salaries and wages for calendar year 2013
contained an uncorrected mathematical error from the 2012 salary ordinance. In order to
establish the proper maximum salary for the Financial Specialist IV position the attached
Ordinance has been prepared.
The mathematical error occurred when the prior year's 2.0% increase was calculated on
$40,258 rather than the established salary maximum of$42,058. The 2012 maximum
salary should have been set at$42,899 and the 2013 maximum salary should have been
set at 43,757.
I will present this bill to the Common Council at the appropriate committee and council
meetings. It is requested that this bill be filed for 1St reading on January 14, 2013 with 2nd
reading,public hearing and 3 rd reading scheduled for January 28, 2013.
