TK Finishing is a metal finisher under categorical standards 40 CFR 433.17. TK Finishing requirements were reviewed for necessary changes to ensure the industrial permit remains legally substantiated. After review of requirements and historical data, no pollutant limitations were adjusted. There have been no significant changes to the permit. Sample St.- Suite 4045 South Bend IN 46619 for the contribution of wastewater into the City of South Bend Publicly Owned Treatment Works. This permit is granted in accordance with the application filed on 10 May, 2022. Effective on: 19 November, 2022 Expires on the: 18 November, 2027 Any violation of the terms and conditions of this permit shall be deemed a violation of the City of South Bend Municipal Code and will subject the permittee to the sanctions set out in section 17-11 through 17-13 of the Municipal Code. The permittee shall file an application for a renewal permit, a minimum of 90 days prior to the expiration date. Approved By: October 25, 2022 T K Finishing Industrial Wastewater Discharge Permit page 7 of 43 Facility Description TK Finishing applies a Black Oxide coating to customer supplied parts. Black Oxide is a chemical solution which converts the surface of ferrous metals to black iron oxide, Fe3O4 Magnetite. The black oxide penetrates the surface and becomes an integral part of the surface and also provides protection. T K Finishing runs only one line which consists of 5 tanks, a wash tank, a rinse tank, a black oxide process tank, another rinse tank, and an oily rinse to protect the finished parts. Wastewater discharged from TK Finishing's process is subject to the Metal Finishing Categorical Standards found at 40 CFR 433.17 (PSNS). Part I – Effluent Limitations A. Sample Port and Collection Location 1. The sampling location (site 4045) is located in the northwest corner of the suite. Tanks 2 and 4 discharge rinse waters from the black oxide line into a 55 gallon drum, where pH is adjusted as needed. The effluent flows from the 55 gallon drum to the final discharge 55 gallon drum. A sump pump moves the wastewater from the drum to the City of South Bend Sewer System. Wastewater is sampled from the 55 gallon drum discharge pipe before it is pumped to the city sewer. This site is considered end of process. 2. Any discharge of water or waste having a pH lower than 6.0 S.U. or a pH higher than 11.0 S.U. is prohibited. Facility Description TK Finishing is a job shop that engages in black oxide treatment and corrosion prevention of customer supplied steel metal parts. Wastewater discharged from TK Finishing’s process is subject to the Metal Finshing Categorical Standards found at 40 CFR 433.17. TK Finishing is generally open for business 4 days per week 7 am to 4. Process operations are conducted as jobs become available. 2. Discharge description: Discharge is rinse water only. TK Finishing uses a series of 5 tanks for the treatment process of the metal parts. Tank 1 contains Electro 100 which is a cleaner and tank 3 contains Black Oxide 110 which is the Black Oxide treatment. Tanks 2 and 4 are rinse waters which discharge to the sewer system. Tank 5 contains oil which is applied to the metal parts to protect the finishing. Tanks 1, 3, and 5 are not discharged to the sewer system. Sample Site Description Sample Site Outfall # 4045 is located at the northwest corner of the suite where the rinse tanks (2nd and 4th tanks) discharge rinse water from the black oxide line into a 55-gallon drum, where pH is adjusted. A sump pump pumps the wastewater to the City of South Bend Sewer System. Compliance samples are collected from the discharge stream that flows from the pH adjustment 55-gallon drum to the final discharge 55-gallon drum. This sampling location is deemed by the Industrial Pretreatment Group to be end of pipe and end of process; sanitary waste excluded. 4. Wastewater Treatment Wastewater treatment consists of pH neutralization using Hydrochloric Acid (Muriatic Acid) and Sodium Hydroxide. 5. Classification TK Finishing is classified as a Categorical Industrial User (CIU). Specifically, TK Finishing is classified as a metal finisher covered by 40 CFR 433.17 (PSNS) due to the black oxide process of metal parts. TK Finishing is categorized as a B industry in accordance with the City’s EPA approved Industrial Pretreatment Program in which all Categorical Industries are classified as a Class B at minimum. However, due to low daily discharge volumes, TK Finishing’s monitoring schedule is the same as a D industry. 6. Calculation of Limits Limits are applied from 40 CFR 433.17 (PSNS) without modification to the categorical process wastewater flow unless local limitations are more stringent. 4 7. Monitoring Frequency TK Finishing is categorized as a B industry per the City’s EPA approved Industrial Pretreatment Program which requires that all categorical industries be categorized as B industries at a minimum. However, in May of 2009, TK Finishing requested a reduction on the required monitoring frequencies to Semi- Annual, due to lack of daily work process, and their low daily wastewater discharge flows which average < 100 gpd. TK Finishing’s monthly sampling results have been within permit limits. Therefore, the City of South Bend granted TK Finishing approval for the Semi-Annual reduced monitoring frequencies request. Since no changes to TK Finishing’s work process and/or total wastewater discharge flow volumes have changed since the issuance of their previous industrial discharge permit, and their sampling results have been within permit limits since 2007, the City’s Pretreatment Group will continue to allow the reduced monitoring frequency. 8. Industrial Operator Certification Requirement Operator Certification Requirement: A-SO Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5-22-5.
