HomeMy WebLinkAbout08-14-95 Community & Economic Development tommfttts Ztport: Community and Economic Development Committee "Co the Common Qtouutfx of the eftt of south nt': The August 14, 1995 meeting of the Community and Economic Development Committee was called to order by its Chairperson, Council Member Roland Kelly at 4:30 P.M. in the Council informal meeting room. Persons in attendance included Council Members: Kelly, Slavinskas, Zakrzewski, Washington, Coleman, Luecke,Duda, and Ladewski; Bill Eagan Citizen Member, Mike Beitzinger, Michael Urbanski, Don Porter, Edward Benchik, and Kathleen Cekanski- Farrand. Council Member Kelly noted that the first item on the agenda was was to review Resolution No. 95-66 which is a Resolution designating 1702 and 1706 North Kaley, 1902 and 1933 North Meade, 1934, 1940 and 2004 North Freemont and 2021 North Olive Street as Residentially Distressed Areas for purposes of a five year real property tax abatement for G&M properties.Mr. Mike Beitzinger reviewed the report dated August 9, 1995 (copy attached) which found that the Petitioner meets all of criteria for a Residential Distressed Area designation and tax abatement. He noted that the homes to be built are in the range of $60,000.00 to $65,000.00 each. He further noted that the Building Commissioner has confirmed that all of the area in question meets zoning requirements. Mr. Michael Urbanski, the Petitioner noted that his company and others has received a lot of enthusiasm and interest in this type of program. He noted that there are a lot of potential buyers which would without tax abatement be unable to purchase homes. He also noted that he is involved in other areas where a replatting process is necessary to bring 40 ft lots into compliance with the 60 ft lot requirement. Following discussion, Council Member Washington made a motion, seconded by Council Member Zakrzewski that Resolution No. 95-66 be recommended favorably to Council. The motion passed. Mr. Urbanski also noted that there are homes currently going up by Habitat and he did not believe that they had applied for tax abatement. Mr.Beitzinger noted that Jon Hunt had been involved with Habitat but that he would follow up with contact in this area. The Committee then reviewed Resolution No. 95-67 which would correct certain procedural deficiencies and reconfirm the adoption of a personal property tax abatement for the property located at 2950 West Lathrop Drive for a five year personal property tax abatement. Mr. Mike Beitzinger noted that this is not a new tax abatement but that the City Council had adopted a Resolution in February of 1992 for this personal property tax abatement. Mr.Edward Benchik the attorney for the Petitioner made the presentation on behalf of Concrete and Asphalt Recycling Inc. He noted that the State Board of Tax Commissioners had denied in its entirety the personal property tax abatement granted by the Common Council in 1992. • Committee Report Community and Economic Development August 14, 1995 Page 2 He stated that the State Board of Tax Commissioners found that there were procedural deficiencies with regard to the installation of the equipment involving a five day period. He stated that in light of the new state law which took effect on July 1 that procedural deficiencies could be corrected by the Common Council through a reconfirming Resolution and requested approval of the same. The Council Attorney noted that she has had ongoing discussions with John Ford of the same law firm on this matter. She confirmed the procedure permitted by the new state law. Council Member Luecke state that in 1992 he was very enthusiastic about this company. He stated that he is enthusiastic today because it continues to divert much construction material from landfills and believes it is a needed business in the area. Following discussion,Council Member Washington, seconded by Council Member Zakrzewski that Resolution No. 95-67 be recommended favorably to Council. The motion passed. There being no further business to come before the Committee the meeting was adjourned at 4:50 P.M.
