Regulations pertaining to the Historic Preservation Commission are found in Chapter 21 (Zoning), South Bend Municipal Code and Chapter 26 of the St. Joseph County Code. There are about 8 stairs from the sidewalk to the front porch. The backyard has alley access and the backdoor only has 2 steps into the house. We are proposing we add a 16' wide by 20' deep parking pad with a 7' by 10' wide apron to the alley and a 4' by 16' walkway to the back door (see attached layout). The closest the pad would be to the back lot line would be 6 feet. We would remove the existing walkway along the back of the house to provide and area for landscape between the pad and the house. The new concrete walkway would connect the parking pad to the proposed stoop to the back door. If and when necessary, a ramp could address the steps to the back door stoop. Pulling open the storm door requires backing down the steps. We are proposing a 4' by 4' wooden stoop made out of pressure treated lumber. The stoop would have hand railings all around and would provide safe entry to the house for 95 year old Jack and 86 year old Judie — who currently use walkers. In the construction, we would determine if we needed one or two steps up to the stoop. This would be at the end of the concrete walkway at the top of the parking pad. 3) Rebuilding the floor of the Front Porch. The left front footing of the porch has failed and is pulling away from the house. This is resulting in and increasingly sloped porch floor as well as railing pulling away from the shifting support beams. Additionally, the porch floor is soft/spongy and appears that a second layer of flooring has been put over the original floor. We believe that the porch floor joists have lost their integrity. We are proposing that we jack the roof up and support the structure while the footing and porch floor is either reinforced or replaced. The footing would be rebuilt to support all repairs to the porch floor. Floor decking would most likely be pressure treated wood. We would like the option to consider composite decking if possible.
