OF THE CITY OF SOUTH BEND, INDIANA HONORING SKYLAR
DIGGINS-SMITH FOR HER CONTRIBUTIONS TO SOUTH BEND'S
LEGACY OF PROFESSIONAL BASKETBALL PLAYERS BY BEING
THE FIRST CITY NATIVE SELECTED IN THE FIRST ROUND OF
THE WNBA DRAFT
Dear Council Members:
I have submitted special resolutions congratulating two young men from South
Bend who were chosen in the first round of the NBA draft. In doing so, I
realized that I was remiss in not similarly recognizing the first two women
from South Bend chosen in the WNBA draft, Jackie Batteast and Skylar
Diggins-Smith. I am submitting two special resolutions to remedy this
oversight.
Please file this special resolution and include it on the agenda for the Council
meeting on October 24, 2022, under "Special Business".

DAWN M. JONES SPECIAL RESOLUTION NO. 4985-22 CITY CLERK, SOUTH BEND, IN
A SPECIAL RESOLUTION OF THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND, INDIANA HONORING SKYLAR DIGGINS-SMITH FOR HER
CONTRIBUTIONS TO SOUTH BEND'S LEGACY OF PROFESSIONAL BASKETBALL PLAYERS BY
BEING THE FIRST CITY NATIVE SELECTED IN THE FIRST ROUND OF THE WNBA DRAFT
~ Skylar Kierra Diggins was born in South Bend, Indiana on August 2, 1990; and
~ Skylar attended Washington High School where she was the third Lady Panther to score 500
points in a single season, doing so four times from 2006-2009, leading the Lady Panthers to the State title game
each year and the championship in 2007; and
~ Skylar finished her high school career with 2,790 points, and winning national honors including
the Naismith Prep Player of the Year, Gatorade National Player of the Year, Gatorade Female Athlete of the
year and Miss Indiana Basketball; and
~ Skylar's basketball career continued at the University of Notre Dame where, before graduating in
2013, she started all but two games in her final three years, giving up her starting position on February 23, 2011,
and February 26, 2012, for walk-on senior teammates starting for the first and only times in their careers on
Senior Day; and
~ during Skylar's years at Notre Dame, the Irish won 130 games , went to three Final Fours, and
two national championship games; and
~ Skylar completed her collegiate career playing in 150 games with school records in points
(2,357), steals, free throws made, free throws attempted, games started, minutes played, double-figure scoring
games, triple-doubles and winning the Nancy Lieberman Award as the nation's top point guard twice; and
~ among the many highlights of Skylar's incredible collegiate career is being one of only six
college players (women and men) since 1999-2000 to compile 2 ,000 points, 500 rebounds, 500 assists and 300
steals;
~ on April 15, 2013, Skylar was a WNBA lottery pick and selected in the first round , the third
overall pick, by the Tulsa Shock, the first South Bend native drafted in the first round by a WNBA team; and
~ Skylar scored another first when, in 2020 she became the first South Bend native to win an
Olympic gold medal in basketball; and
~ during her continuing WNBA career, Skylar has been a six-time WNBA All-Star, ranking in the
top-10 in scoring four times, assists four times , and steals, three times; and

~ the South Bend Common Council thanks Skylar for h er contributions to South Bend's legacy of
professional basketball players.
Section I. The South Bend Common Council congratulates Skylar Diggins-Smith and her husband,
Daniel Smith on the recent announcement that they are expecting their second child, giving their son, Seven, a
sibling to look forward to .
Section II The South Bend Common Council honors Skylar Diggins-Smith for her many contributions to
girl 's and women's basketball during her time at Washington High School , the University of Notre Dame, and
in the WNBA.
Section III. The Common Council thanks Skylar for being a role model for all South Bend basketball
players.
Section IV. This Resolution shall be in full force and effect from and after its adoption by the Common
Council and approval by the Mayor.
