The August 14, 1995 meeting of the Personnel and Finance Committee was called
to order by its Chairperson, Council Member Steve Luecke at 4:12 P.M. in the Council
informal meeting room.
Persons in attendance included Council Members: Kelly, Washington, Duda,
Ladewski, Coleman, Slavinskas,Zakrzewski, and Luecke; Jeffery Jankowski,Don Porter,
and Kathleen Cekanski-Farrand.
Council Member Luecke noted that the only item on the agenda was to review Bill
No. 40-95 which is an Ordinance which would fix the maximum salaries and wages of
Teamster Employees for calendar years 196, 1997, and 1998.
Mr. Jeffery Jankowski,of the City Legal Department and spokesperson for the City
Negotiating Team made the presentation. He stated that they had reached a tentative
agreement with the Teamsters and that ratification of the contract was received last Monday.
He highlighted that the over all contract includes several new items including a incentive
bonus concept for such things as a safe driving bonus and a savings bonus. He noted that
supplementals such as the Water Works Department would have scales of payment based
on merit. He noted that sick days were reduced from 8 to 6 with any sick days used as
personal days 1 per month, and thus after 6 days have been taken all other days would be
unpaid. He noted that there would be 2 additional vacation days for those Teamster
employees working with seniority of 11 to 14 years. The contract calls for increased
incentives for certification and provides several new challenges.
He states that the over all cooperation between the City Administration, the
Common Council, and the Teamsters have brought forth a good contract.
Council Member Luecke a member of the City Negotiating Team thanked Mr.
Jankowski for his leadership and also thanked the Council Attorney, and members of the
Common Council namely Council President Gene Ladewski and Roland Kelly for their
services. He further stated that he believes the contract brings forth better productivity and
overall savings to the City.
Council President Ladewski stated that there was news conference this morning in
the Mayor's office with the Teamster Agent and the President Bob Warnock present.
The Council Attorney also noted that there was fine cooperation between the City
Administration, the Council and the Teamster, and that since there were relatively few
grievances filed with regard to the 1992 contract, and that in light of the SOSP this is a fine
foundation for the current negotiations.

On behalf of the City Administration, Mr. Jankowski formally requested that Bill
No. 40-95 be continued until the meeting of August 28, 1995 when a substitute Bill would
be provided for the Council. He also noted that the City Controller is asking for this
continuance so that the Non-Bargaining Salary Ordinance could also be heard by the
Common Council.
Council Member Luecke noted that he has had discussions with Kevin Horton
regarding the upcoming budget hearings. He stated that the would begin the week of
August 28 with 2 overview meeting and then begin with the Department Heads the week
after Labor Day. It was further noted that the proposed meetings of the Common Council
would take place on September 11, September 18, and September 25 with the September
18 meeting perhaps being held earlier in light of the JACT convention which the City of
South Bend is hosting.
There being no further discussion by the Committee, the meeting was adjourned at
4:25 P.M.
