The May 8, 1995 meeting of the Personnel and Finance Committee was called to
order by its Chairperson, Council Member Steve Luecke at 4:35 P.M. in the Council
informal meeting room.
Persons in attendance included Council Members: Puzzello, Kelly, Washington,
Duda, Ladewski, Coleman, Zakrzewski, and Luecke; Gene Oakley, Don Porter, and
Kathleen Cekanski-Farrand.
Council Member Luecke noted that the only item on the agenda was to review Bill
No. 17-95 which set annual salaries for Council Members for calendars years 1997, 1998,
and 1999.
Council Member Luecke one of the co-sponsors of the Bill then called upon
Council Member Coleman the other co-sponsor to make the presentation.
Council Member Coleman noted that there were 3 primary purposes behind the
proposed Bill. The first was to allow the Common Council to carry out its duty of setting
salaries at a time when they were not actually in office. He stated that it becomes a timing
issue and that to establish salaries in advance would be more appropriate.He stated that the
second reason was to establish an amount appropriate for the duties. He stated that the
amount is close to"nipping the heels of full-time City Employees salaries", and in light of
that, he believes that the amount is appropriate for the duties involved. He also noted that
this is a part-time position that the salary is appropriate for elected official's salaries.Lastly
he stated that when the City was looking at all possible additional revenue sources that he
did not want a potential new revenue source earmarked for City Council salaries. He
concluded by stating that he believes that the Common Council Members are compensated
fairly and he did not want to create a financial hardship to the City. He further that the
salary did not deter qualified candidates for running for the position.
Council Member Luecke stated that as a co-sponsor he believes that the Common
Council is fairly compensated.He noted that he fought for incremental raises approximately
3 years ago but that the current level of salary is appropriate.
Council President Ladewski stated that several candidates stated that they would
reduce the salaries,however under current state law this would be impossible.
Council Member Coleman stated that he would hope that the next Common Council
would adhere to the overriding spirit of the Bill so that they are not in the awkward position
of voting on their own salaries while in office.

Following further discussion,Council Member Coleman made a motion, seconded
by Council Member Puzzello, that Bill No. 17-95 be recommended favorably to Council.
The motion passed.
There being no further business to come before the Committee, the meeting was
adjourned at 4:45 P.M.
