The January 9, 1995 meeting of the Health and Public Safety Committee and the
Personnel Finance Committee was called to order by Council Member Steve Luecke at
4:20 P.M.in the Council informal meeting room.
Persons in attendance included Council Members: Puzzello, Kelly, Slavinskas,
Zakrzewski,Washington, Coleman,Luecke, Duda, and Ladewski; Chief Ron Marciniak,
Jenny Pitts Manier, John Oxian, Sergeant Jeff Korros, Tom Bodnar, Sergeant Chapman,
Don Porter,and Kathleen Cekanski-Farrand.
The first item on the agenda was to review Bill No. 125-94 which would amend
Section 2-125 of the South Bend Municipal Code addressing benefits for survivors of
Police Officers and Fire Fighters.
Chief Marciniak noted that this issue was brought to his attention approximately 8
to 10 months ago. It attempts to establish benefits for children who are disabled either
mentally or physically of deceased Police Officers and their widows. He noted that the
proposed Ordinance would bring the benefits to 40% which is similar to the Fire
Department which is established by state law. Sergeant Korros stated that it is an attempt to
equalize both departments. Mr. Bodnar noted that both funds would be equalized so that
there would be an equalization of funds and benefits for both departments.
Following discussion Council Member Coleman made a motion, seconded by
Council Member Slavinskas of the Personnel and Finance Committee that Bill No. 125-94
be recommended favorably to Council. The motion passed. Council Member Slavinskas
then made a motion, seconded by Council Member Puzzello of the Health and Public
Safety Committee that Bill No. 125-94 be recommended favorably to Council. The motion
passed.
The Committee then reviewed Bill No. 126-94 which would amend the Monetary
Fringe and Salary Ordinance for the Fire Fighters for calender years 1995 and 1996. Mr.
Bodnar made the presentation.He stated that the confined space specialty pay and program
had been developed over the past year. The Ordinance would set forth the agreements
reached by all parties in this area which took place after the formal wage negotiations.
The Council Attorney noted that an amendment was necessary in light of the fact
that Hazmat pay was paid for calender year 1994. She suggested that paragraph 4 be
included in Section 1 however that the years 1995 and 1996 and the relative amounts below
them be deleted. She further suggested that an effective date be made reto-active to January
1, 1995.
Following discussion, Council Member Coleman made a motion, seconded by
Council Member Puzzello of the Personnel and Finance Committee that amended Bill No.
126-94 be recommended favorably to Council .The motion passed. Council Member Kelly
made a motion, seconded by Council Member Slavinskas of the Health and Public Safety
Committee that amended Bill No. 126-94 be recommended favorably to Council. The
motion passed.

The Committee then heard a presentation from Jenny Pitts Manier on Resolution
No. 95-2 which would approve an agreement regarding a security coordinator for the
South Bend Community School Corporation. In response to a question raised by Council
Member Washington, Chief Marciniak noted that Sergeant Chapman had been selected for
this position. He further noted that the position had been posted and interviews taken. It
was noted by the Council Attorney that the holidays for this position had been addressed in
a letter of understanding approved by the board of Public Safety. Council Member
stated that he believes that this is a great idea and should serve as a deterrent.

Chief Marciniak noted that Corporal Steve Richman will go into the special crimes position
vacated by Sergeant Chapman.
There being no further business to come before the Committee the meeting was
adjourned at 4:45 P.M.
