Klosinski, P.E., Assistant City Engineer SUBJECT: Emergency Repair – Quince Road and Edison Road Sanitary Sewer and Force Main Repair (PO-0018236) Agenda Request – Ratify Emergency Repair Contract DATE: September 19, 2022 The Department of Public Works Division of Engineering, Utilities, and Street/Sewer teams contacted Selge Construction Company to assist with emergency repairs following a sanitary force main and street collapse at the intersection of Quince Road and Edison Road in St. Joseph County along the I/N Tek Sanitary Trunk Sewer. Assessment The root cause of the sanitary sewer collapse was a result of a section of ductile iron force main pipe collapsing west of the discharge manhole structure. The continuous pump cycles from the Geyer Ditch Lift Station eventually caused the soils around the force main pipe to undermine the pavement and flush soil into the downstream sanitary sewer, creating a void under the pavement which eventually collapse. No one was injured during the pavement collapse. The collapse occurred around 7:00 PM on August 4, 2022. Gas mains owned by Northern Indiana Public Service Company (NIPSCO) were exposed during the street collapse. The gas mains had to be temporarily isolate and bypassed prior to excavation work for safety. NIPSCO emergency crews completed this work between 1:00 AM – 6:00 AM the morning of August 5, 2022. City crews and Selge Construction Company began repair work and assessment between 8:00 A.M. and 9:00 A.M. once the area was deemed safe for excavation work. During excavation and assessment, the existing discharge manhole was determined to be in poor condition due to deterioration and required replacement during this repair effort. Sections of the ductile iron gravity sewer had collapsed when the pavement collapsed and also required replacement. Emergency Repair Scope of Work Selge Construction was contracted to excavate and repair the failed force main pipe and gravity sewer. City of South Bend Street/Sewer crew supplied a manhole structure lid and casting. Suppliers also supplied an additional manhole and available 18-inch SDR-35 gravity sewer pipe to complete the repairs. The repaired force main was back on-line in full service before 6:00 P.M. Friday, August 5, 2022. Selge Construction subcontracted the paving work which was completed the following week.
