The August 28, 1995 meeting of the Public Works and Property Vacation
Committee was called to order by its Chairperson, Council Member Ann Puzzello at 4:00
P.M. in the Council informal meeting room.
Persons in attendance included Council Members: Puzzello, Luecke, Kelly,
Slavinskas, Zakrzewski, Washington, Coleman, Duda, and Ladewski; Brendan Bellina,
Gaylen Alsop, and Kathleen Cekanski-Farrand.
The first item on the agenda was to review Bill No. 41-95 which is a request to
vacate an alley North of West Delaware Street. Mr. Gaylon Alsop the attorney for the
petitioner made the presentation. He noted that t hi s originally beg an as
part of the Violet
Bradway Estate. John and Nicole Flint are the new owner of the property and discovered
that in conveying the property that there is a garage built in the middle of the alley in
question.They would like to vacate the alley and no property owners would be negatively
by such vacation. Council Member Zakrzewski noted that the Board of Public Works sends
the petition to the Council with a favorable recommendation.
Following discussion, Council Member Kelly made a motion, seconded by Council
Member Zakrzewski that Bill No. 41-95 be recommended favorably to Council. The
motion passed.
The Committee then reviewed Bill No. 42-95 which is a request to vacate an alley
West of South Twyckeham Drive. Brendan Bellina made the presentation. He noted that
when he purchased the property he was advised that the area in question was a five foot
"pedestrian walkway". He quickly found out that there were motorcycles using the alley
which resulted in noise, public safety problems, intimidation of relatives, and littering as
well as harassment of his 15 year old niece. In light of the new baby in the family he
believes that there is an overall public safety hazard.He had been ticketed by the City when
he parked his car in the area and was advised by the City's Attorneys office that he would
have to vacate the alley. Measurements by the City Attorney's find the area in question to
be 4 foot 7 inches.
Council Member Luecke noted that the Engineering Department set forth certain
conditions a copy of which was given to the petitioner.
Following discussion, Council Member Kelly made a motion, seconded by Council
Member Zakrzewski that Bill No. 42-95 be recommended favorably to Council. The
motion passed. It was also noted that the Board of Public Works in a letter dated August
28, 1995 made a favorable recommendation on the proposed vacation with all Departments.

adjourned at 4:25 P.M.
