TLS Sales, Inc therefore submitted a non-responsive bid. TPC Technologies did include all the required documents and are therefore responsive. Venues Parks & Arts recommends award of a contract with both Item List A and Item List B for a total of $297,843.85 to the lowest responsive / responsible bidder, TPC Technologies, Inc..
