Community and Economic Development Committee

The March 2, 1994 meeting of the Community and Economic Development
Committee was called to order by its Chairperson, Council Member Roland Kelly at 4:10
P.M. in the Council informal meeting room.
Persons in attendance included Council Members: Kelly, Puzzello and Luecke;
Mike Beitzinger,Larry Magliozzi,Don Inks,Jon Hunt, and Don Porter.
The Department of Community and Economic Development lead the discussion on
possible revisions to the current City's Tax Abatement Laws. Mr. Magliozzi handed out a
Memorandum addressing "Residential Tax Abatement Proposal" dated March 18, 1994
(copy attached). The Council Attorney also provided copies of the State Law addressing
deductions for rehabilitation or redevelopment of real property in urban development areas
(Indiana Code Sec. 6-1.1-12.1-1 through 3.)
Council Member Kelly voiced concern with regard to homeowners with homes

valued at $100,000.00 or greater receiving tax abatements. Council President Puzzello
voiced concern regarding square footage requirements. Council Member Luecke voiced
concern with regard to not having a mechanism similar to a Design Review Committee.
Council President Puzzello questioned whether garages would be included within the
square foot requirements. It was noted that Habitat which is a not for profit corporation
does not build garages. Council Member Luecke also questioned the size of the lots which
would be targeted for such development.
Council Members present stated that additional discussion on the proposal would be
necessary.
Mr. Don Inks then presented a Memorandum dated February 28, 1994 entitled"Tax
Abatement changes regarding Industrial and Warehousing"(copy attached).
Following discussion, the meeting was adjourned at 5:30 P.M.
