The July 25, 1994 meeting of the Community and Economic Development
Committee was called by its Chairperson, Council Member Roland Kelly at 5:07 P.M. in
the Council informal meeting room.
Persons in attendance included Council Members: Luecke, Washington, Kelly,
Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, Ladewski; George Herendeen, Jim
and Linda Teske, Mike Beitzinger, Mr. Ernest Szarwark, Don Porter, and Kathleen
Cekanski-Farrand.
The first item on the agenda was to review Bill No. 77-94 which would amend
section 2-151 and 2-76.1 of the Municipal Code.
Mr. Beitzinger made the presentation. He noted that basically that the ordinance
would increase the central business district by extending the northern border and would
increase the legal description for the economic development target area. Mr. Ernest
Szarwark spoke in favor of the proposed Bill.
Following further discussion, Council Member Slavinskas made a motion,
seconded by Council Member Ladewski,that Bill No. 77-94 be recommended favorably to
Council.The motion passed.
The next item on the agenda was to review resolution No. 94-76 which is a three
year real property tax abatement request and Bill No. 94-77 which is a five year personal
property tax abatement request.Both requests are made for James and Linda Teske for the
property located at 4075 Ralph Jones Drive.
Mr. Mike Beitzinger reviewed the report dateed July 12, 1994 for Applo Precision
Machinery Inc. (copy attached) which verified that the petitioner qualifies for both of the
requested abatements.
Mr. George Herendeen the attorney for the petitioner then made a formal
presentation. He noted that the company is currently located on Western Ave. and that they
have outgrown their current facility. It was also noted that they have a need for skilled job
applicants and look forward to moving into their new location.
In response to a question raised by Council Member Luecke,it was noted that the
equipment in question will have a life expectancy of 15 to 20 years.
Council Member Coleman noted that the lack of skilled workers shows that most
worker are employed currently however it does cause additional training needs for the
petitioner.
Council Member Zakrzew ski spoke in favor of both tax abatements. He noted that
they are currently located within his district and that he has personally known them for the
past several years.He noted that they have been great neighbors. It was also noted that the
company provides parts and products for 105 local companies.

Following discussion, Council Member Slavinskas made a motion, seconded by
Council Member Ladewski, that resolution Nos. 94-76 and 94-77 be recommended
favorably to Council.The motion passed.
There being no further business to come before the Committee, the meeting was
adjourned at 5:35 P.M.
