HomeMy WebLinkAbout04-11-94 Community & Economci Development tommittut Zeport COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE o tbt Common touttal of tbt City of §outb Istntr: The April 11, 1994 meeting of the Community and Economic Development Committee was called to order by its Chairperson, Councilmember Roland Kelly at 5:10 p.m. in the Council Informal Meeting Room. Persons in attendance included Councilmembers Luecke, Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, and Ladewski; Jon Hunt, Jenny Pitts Manier, Marsha Townsend, Larry Dunville, Don Porter, Ernest Szarwark,Mike Beitzinger, and Kathleen Cekanski-Farrand. The first item on the agenda was to review Bill No. 35-94 which is a Bill amending section 2-151 which would designate Economic Development target areas. Jenny Pitts Manier made the presentation. She noted that this would incorporate a new legal description for Economic Development Target Areas. Councilmember Luecke noted that the designation would take the legal boundary all the way to Mayflower. Following further discussion, Councilmember Slavinskas made a motion, seconded by Councilmember Luecke, that Bill No. 35-94 be recommended favorably to Council. The motion passed. The Committee then reviewed Substitute Bill No. 36-94 would appropriate $639,448.00 from Community Development Block Grant Funds. Mr. Jon Hunt made the presentation. He noted that the Substitute Bill was needed in order to change project No. for the Cushing Street Housing Projects. He then described the seven (7) community development programs listed in the Bill in greater detail. Following further discussion, Councilmember Slavinskas made a motion, seconded by Councilmember Luecke, that Substitute Bill No. 36-94 be recommended favorably to Council. The motion passed. Mr. Hunt also reviewed the handouts (copy attached) entitled 1994 Reprogramming Ordinance as a part of the last presentation. The Committee then reviewed Bill No. 37-94 which would transfer $438,344.00 among various accounts within the department of Community and Economic Development. Mr. Hunt reviewed each of the line item details which will be reduced and also those which would be increased. Following further discussion, Councilmember Slavinskas made a motion, seconded by Councilmember Ladewski, that Bill No. 37-94 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill 38-94 which would appropriate $37,500.00 from the Economic Development State Grant Fund for the purposes of funding a microloan program. Mr.Hunt noted that the maximum loan that would be involved would be $25,000.00. The appropriation would be used to leverage $37,500.00 from the City of Mishawaka $25,000.00 from local financial institutions, and $100,000.00 from the State of Indiana. The microloan program is aimed at Community and Economic Development Committee April 11, 1994 Page 2 nontraditional entrepreneurs focusing on women and minorities. Following further discussion, Councilmember Luecke made a motion, seconded by Councilmember Ladewski, that Bill No. 38-94 be recommended favorably to Council. The motion passed. A handout from Don Inks dated April 8, 1994 to Council President Puzzello was also made a part of the record(copy attached). The Committee then reviewed Bill No. 39-94 which would appropriate$99,000.00 from U.S. Department Housing and Urban Development. Mr. Hunt made the presentation. He than highlighted the five (5) areas where the monies would be spent, including appropriations for the Center for Homeless, The St. Joseph County Aids Task Force, Youth Services Bureau, the YWCA, and Administrative Costs. Following further discussion, Councilmember Luecke made a motion, seconded by Councilmember Ladewski, that Bill No. 39-94 be recommended favorably to Council. The motion passed. The Committee than reviewed Bill No. 40-94 which would appropriate $100,000.00 from Economic Development State Grant Funds. Mr. Hunt noted that the $100,000.00 would be used for the City's Good Neighbors/Good Neighborhoods contribution to the Neighborhood Business Development Corporation revolving loan program. It would be used for loan programs for commercial strip entrepreneurs. The focus would be in the River Park area. Following further discussion, Councilmember Slavinskas made a motion, seconded by Councilmember Ladewski, that Bill No. 40-94 be recommended favorably to Council. The motion passed. The Committee than reviewed Bill No.41-94 which would transfer$187.00 within the Department of Community and Economic Development. Mr. Hunt noted that that amount of money would be reduced to from Dismis of Michiana and would be added to the Aids Tasks Force. Following further discussion, Councilmember Slavinskas made a motion, seconded by Councilmember Luecke, that Bill No. 41- 94 be recommended favorably to Council. The motion passed. The Committee than reviewed Resolution No. 94-32 which is a ten (10) year real property tax abatement request and Resolution No. 94-33 which is a five (5) year personal property tax abatement request for the property commonly known as 4320 Ralph Jones Court. Mr. Mike Bitzinger reviewed the Economic Development Report dated March 28, 1994 (copy attached). Mr.D. Larry Dunville spoke on behalf of the petitioner. He noted that the company involved is Dearborne Crane and Engineering Company. They primarily export to Mexico, Georgia, Tennessee, and California with 85% of their business being in exporting. They plan to lease with an option to purchase. The proposed project would cost$700,000.00 with new equipment of approximately $250,000.00. The Community and Economic Development Committee April 11, 1994 Page 3 project would also create 2 to 4 new jobs in the first year and maintain 24 full-time and 3 part-time jobs. Following further discussion, Councilmember Slavinskas 32 and a 94-33 be recommended favorably to Council.
