SPECIAL EVENTS COMMITTEE MEETING MINUTES
August 16, 2022, 10:00 AM

Members present: Brad Rohrscheib, Darwin Shipley, Coby Deal, Toy Villa, Jonathan Jones
Committee Attorney: Clara McDaniels
1. Call to Order
The meeting was called to order at 10:01 AM by Rohrscheib.
2. Approval of minutes
Upon a motion by Rohrscheib and seconded by Villa, the minutes from the previous meeting
held on August 2nd, 2022, were approved unanimously.
3. Approval of Special Event Permits
a. St Joseph County Crop Walk-September 25, 2022
Tom Whipkey joined the meeting to describe this yearly event and answer any questions
from the committee concerning St Joseph County Crop Walk. The event has been held
for the last 40 years with no major changes with one exception of last year’s event being
virtual due to Covid. Participants in this year’s event will walk along the river on the
sidewalk thru the neighborhood to Broadway Christian Parish and then back to the Zion
UCC parking lot. Proceeds will benefit the food pantry. The event will not be using any of
Howard Park facilities. The expected attendance will be approximately 120 people. A
small sound system playing folk music will be in the church parking lot. Villa mentioned a
possible construction conflict with the proposed route for the event and will confirm
access to the route with the construction manager prior to full approval of the event.
Jones mentioned a large event taking place in Howard Park on the same day as the Crop
Walk and wanted to organizer to be aware of additional traffic in the area of the event.
Upon a motion by Rohrscheib and seconded by Shipley the permit was approved noting
flexibility in the route, unanimously.

4. Other Business
Rohrscheib mentioned an email from the event organizer of the Clark 5K. The route will place
the water stop on Sampson Street as it has been in previous years.
The committee agreed to meet on August 23rd to discuss proposed changes to the application
process.

6. Adjournment
With no additional business, Rohrscheib motioned for adjournment and Shipley seconded.
The meeting ended at 10:14 AM.
