HomeMy WebLinkAbout09-26-94 Public Works & Property Vacation Committtt sport: Public Works and Property Vacation Committee go the Common Council of the eity of ii.outh lotnti: The September 26, 1994 meeting of the public Works and Property Vacation Committee was called to order by its Chairperson, Council Member Steve Luecke at 4:00 P.M.in the Council informal meeting room. Persons in attendance included Council Members, Luecke, Washington, Kelly, Puzzelo, Slavinskas, Coleman, Duda, Zakrzewski, and Ladewski; Bill Lamie, Mr. Collins, Ann Kolata, Tom Eddington, Bob Hennessey, Carter Wolfe, Don Porter, and Kathleen Cekanski-Farrand. The Committee reviewed Bill No. 86-94 which is a vacation request for the first North-South alley East of South Michigan. Mr. Bill Laurie made the presentation. It was noted that the Board of Public Works sent a favorable recommendation (copy attached). The building would be used as a Life Treatment Center and is having a Open-House in mid November of 1994. Residents would not be allowed to have privet vehicles. Mr. Collins, the adjoining property owner was h 1 be advised that he would have an easement access to his noted that he would and o present an property. It was further noted that the Engineering Department recommended favorably subject to an easement of 153 feet for ingress and egress which would become part of the replat process. Council Member Washington questioned what the total bed count would be and was advised that it would be 70 in number. It was also noted in response to Council Member Washington that the facility in Elkhart is in the process of being sold. The Council Attorney recommended that Sec. 5 be amended to include language with regard to the ingress and egress access which would be a part of the replat process. it Member Ladewski Following discussion Council Ladewski, made a motion, seconded by g 1 nded favorably to Council Member Washington, that amended Bill No. 86-94 be recomme y g Council.The motion passed. The Committee then reviewed Bill No. 69-94 which is a vacation request for the first East-West alley South of Jefferson Blvd. Mr. Bob Hennessey made the presentation on behalf of the petitioner.He noted that the GSA desires that it be closed however would have removable barricades. He noted that there have been extensive Engineering studies with regard to the air intakes and because of the historic nature of the building they cannot put such units on the outside of the building. The cost for inside unit would be approximately$125,000.00. of tax payers monies. Council Member Luecke questioned the loading dock in relation to the location of the air intakes. It was noted that smell, order,and medical problems have resulted from the current system. It was further noted that the Board of PuIlic Works had sent a favorable recommendation to the Council dated July 20, 1994. Mr. Hennessey noted that it is been there for at least the past ten tears but has been heightened in light of the renovation of the Parking Garage beginning last year. Ann Kolota as a Member of the Redevelopment Department noted that she is against the proposed vacation in light of the potential development of the Robertson's building. She then reviewed a handout(copy attached). She further noted that she believes that there is a congestion problem. Mr. Carter Wolfe showed pictures to the Committee and also voiced opposition to the proposed vacation.He stated that historical buildings d o have a hardship clause and that a perhaps that the GSA could pursue that to minimize the cost tothe tax payers. Mr. Hennessey noted that he does not believe that there are docking problems with regard to the Robertson's building. Council Member Washington noted that the proposed vacation may make travel difficult or inconvenient and Council Member Ladewski noted that he believes that the vacation may impede the overall growth in the area. Council Member Washington voiced concern with regard to the Redevelopment Commission not receiving notice of the action taken by the Board of Public Works. Council Member Slavinskas questioned whether the owners of the Robertson's building really needed access from both directions. Council Member Puzzello and Council Member Slavinskas questioned whether such buildings needed service access from two separate alleys. Council Member Luecke stated that he believes that the vacation would not solve the GSA problems. Council Member Luecke stated that the temporary blockage of the alleys should be looked at by the Board of Public Works and that the Department of the Interior should be contacted with regard to the hardship consideration in light of the historic status of the building in question. Council Member Duda noted that she also believes that the closing of the alley would not solve the overall problem however she is concerned of the environmental problems which appear to be ongoing. Council Member Duda, made a motion, seconded by Council Member Ladewski, that Bill No. 69-94 be set to the full Council unfavorably. The motion passed 3 to 0 to 1 with Council Member Washington abstaining. There being no further business to come before the Committee the meeting was adjourned at 4:55 P.M.
