Steel Warehouse Company LLC is classified as a Categorical Industrial User. Steel Warehouse Company LLC performs Hydrochloric Acid pickling of steel which is covered by the Iron and Steel Category 40 CFR 420.95 (b). Steel Warehouse Company LLC’s requirements were reviewed for necessary changes to ensure the industrial permit remains legally substantiated. This permit is granted in accordance with the application filed on 21, June 2022. Effective on: 21 October, 2022 Expires on the: 20 October, 2027 Any violation of the terms and conditions of this permit shall be deemed a violation of the City of South Bend Municipal Code and will subject the permittee to the sanctions set out in section 17-11 through 17- 13 of the Municipal Code. The permittee shall file an application for a renewal permit, a minimum of 90 days prior to the expiration date. Approved By: September 13, 2022 PERMIT BRIEFING MEMO 1. Facility Description Steel Warehouse engages in the Hydrochloric acid pickling of hot-rolled steel. The hot-rolled steel is not produced on site and is not conversion coated or painted. 2. Discharge Description Discharge at final discharge location consists of process water and equipment washdowns. The boiler/tower blowdown, and domestic wastewater are discharged after the final monitoring point. This permit covers two sources of industrial wastewater discharge: two (2) rinse tanks from the hydrochloric acid pickling process and one (1) from the hydrochloric acid fume scrubber. From July 1, 2021 to June 30, 2022 Average Process Flow: 25,265 gpd Maximum Process Flow: 52,599 gpd Any wastewater not covered under this permit that is discharged by Steel Warehouse must meet the General Prohibitions and the Specific Prohibitions as found in the South Bend Sewer Use Ordinance i.e Chapter 17 of the South Bend Municipal Code. 3. Sample Site Description Sample Site Outfall #062 is located inside the pickle plant building near the door located at the center of the north side of the building. The wastewater discharge flows through an open topped tank with a V-notch weir prior to discharge at the final discharge pipe. The flow is measured with and Ultrasonic flow meter. Composite samples are collected inside the discharge pipe, and grab samples are collected after the V notch weir of the opened topped tank. SS 062 is considered to be end-of-process. 4. Wastewater Treatment Pretreatment of wastewater consists of pH neutralization and settling. Wastewater is adjusted for pH by adding Sodium Hydroxide in a neutralization tank prior to discharge. The neutralization tank is continuously monitored for pH. When the pH of the wastewater is detected out of range, a monitoring system automatically closes the wastewater discharge valve. Only authorized personnel have the ability to by-pass the automatic system. There are alarms in place to alert personnel of the following events: 1) pH is out of range, 2) The wastewater failed to open, and 3) The wastewater valve failed to close. The neutralization tank doubles as a settling tank and there is an additional settling tank near the main discharge location. 5. Classification Steel Warehouse is classified as a Categorical Industrial User (CIU). Specifically, Steel Warehouse performs Hydrochloric Acid pickling of steel which is covered by the Iron and Steel Category 40 CFR 420.95 (b). The City’s Industrial Pretreatment Program states that all Categorical Industrial Users be classified at a minimum as a B. Therefore Steel Warehouse is classified as a B Industry. 6. Calculation of Limits Wastewater discharged at SS 026 is subject to the Iron and Steel Categorical Standards at 40 CFR 420.95 {PSES} (I)(b)(2) and (I)(b)(4) {hydrochloric acid pickling (spent acid solutions and rinse waters) strip, sheet, and plate and fume scrubber}. The more stringent of the limits provided in 40 CFR 420.95 or Chapter 17 of the City of South Bend Municipal Code have been applied without modification. 7. Monitoring Frequency Monitoring frequencies are based South Bend’s US EPA approved Industrial Pretreatment Program Monitoring Plan. 8. Industrial Operator Certification Requirement Industrial Operator Requirement: B Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5-22-5.
