The July 25, 1994,meeting of the Public Works and Property Vacation Committee
was called to order by its Chairperson, Council Member Steve Luecke at 4:15 P.M. in the
Council informal meeting room.
Persons in attendance included Council Members: Luecke, Washington, Kelly,
Puzzello, Slavinskas, Zakrzewski, Coleman,Duda, and Ladewski ; Tom Eddington, Bill
Eagan,Raymond Garrett, Bob Hennesey,Don Porter, and Kathleen Cekanski-Farrand.
Council Member Luecke noted that the first item on the agenda was to review Bill
No. 69-94 which is a petition to vacate the first east-west alley south of Jefferson Blvd.
Mr. Raymond Garrett of GSA in Indianapolis,IN. made the presentation.He noted
that the problem that they are seeking to address are the emissions from vehicles to the
building.He noted that it is causing an environmental air pollution problem.He noted that
he has been contacted by the owners of the Robertsons Building who are requesting that
the Bill be tabled so that discussions can take place.
Mr. Bob Hennesey, the Building Engineer, was introduced by Mr. Garrett to
further explain the need for the vacation.
Mr. Garrett stated that in light of the request for time to discuss the issues raised by
the project manager for the South Bend Central Development Area, that he would be
willing to have the Bill continued until the meeting of August 8, 1994 of the Common
Council.
For the record, copies of the July 20, 1994 letter from the Board of Public Works
submitting a favorable recommendation on the proposed vacation along with favorable
recommendations from the Police Department,Fire Department,Division of Engineering,
and Area Plan Commission are attached.
There being no further business to come before the Committee, the meeting was
adjourned at 4:22 P.M.
