2022 Budget Hearing
I came to the first hearing in which the administration revealed the operating budget for the 2022-
23 fiscal year. I had hoped to hear proposals for how the mayor and his team planned to address the city’s
affordable housing crisis. I had hoped the administration would provide direction as to how it would
address the inequities raised by the racial divide report.
Following the aftermath of last month’s fatal shooting of a mentally ill man by the South Bend
Police Department, I hoped the administration would at least use the budget to start a conversation on
creating a crisis response team. Unfortunately, the budget addressed none of these issues. If in an ideal
world, a budget reflects the city’s priorities and values, this budget reflects the same ‘quid pro quo’ deals
and the same failed solutions of the past. It is a status quo budget and is a disappointment and an
embarrassment to the citizens of this community. This budget comes nowhere near to addressing the
needs of the residents of this great city. We can do better, and we must do better.
