Persons in attendance included Councilmembers Luecke, Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, Coleman, Duda and Ladewski; John Byorni, Joseph Amaral,Bill Stens, Cleo Mellinger, Suzanne Kohler,members of the news media, and Kathleen Cekanski-Farrand. The first item on the agenda was to review Substitute No. 117-93 which would rezone the property located at 116 North Frances Street. Mr. Byorni noted that the rezoning is needed inlight of the new site plan. Mr. Amaral made the presentation. Mr. Amaral noted that this is for Michiana Oncology. He noted t h at the property in q uestion would be rezoned to allow a new parking configuration.fi uration. The Bill comes to the Council without a recommendation g from the Area Plan Commission. Council Member Slavinskas noted that the Alley Vacation Petition has been withdrawn inlight of their reconfiguration of the parking area. The new plan would include eight (8)parking spaces instead of the original twelve (12) which were proposed. No variance would be needed for screening. The parking would be provided for primarily employee parking. Mr. Bill Stens spoke in opposition. He noted that he owned several rental properties who use the alley for ingress and egress. Mr. Ladewski stated that he is familiar with the area and believes that there are serious parking problems, and believes that the request is reasonable. In response to a question raised by Council President Puzzello, Mr. Amaral stated that he would work with Mr. Stens and would follow all developmental requirements of the City of South Bend so long as they were not cost prohibitive. Following further discussion, Councilmember Zakrzewski made a motion, seconded by Councilmember Washington, that Substitute Bill 117-93 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 1-94 which would amend the rezoning for the property located at 3602 South Ironwood Drive. Mr. Byroni noted that it received a favorable recommendation from both the staff and the Area Plan Commission. Suzanne Kohler made the presentation. She noted that her company purchased St. Paul's Retirement out of bankruptcy in 1989. She also introduced Zoning and Annexation Committee March 14, 1994 Page 2 Mary Ellen Hill of Holy Cross Care Services Inc., and Mr. Dean R. Bergeman of Mathews-Purucker-Anella,Inc. to the Committee. It was noted that there would be twelve (12) additional garages added and 79 new nursing home beds. Currently there are 400 residents at St. Paul's. The 10 to 15 year master plan calls for 2 day treatment facilities one for day care and one for adult care. There are currently 94 beds for nursing home care. The plan is to include several new one-story contiguous patio homes with attached garages. It is uncertain if they would be rental or owned by individuals at this point. Mrs.Hill noted that the continuing care retirement facility is the only one of its type in South Bend. The average age is 83 years. All of the roadways would be maintained by St. Paul's, as well as all security being maintained by St. Paul's. y y g y au s. Councilmember Ladewski q uestioned the wildlife environment. was ad vlronment. He wa advised that the plans call for keeping as many trees in the areas. Currently the facility maintains salt licks for the many deer in the area and that the total space would be 65% of land unencumbered. Cleo Mellinger spoke in opposition to the rezoning. She stated that she believes it is an intrusion to the area. Her letter in opposition was noted in the file. Following further discussion Councilmember Zakrzewski made a motion, seconded by Councilmember Slavinskas, to recommend Substitute Bill No. 1-94 favorably to Council. The motion failed inlight of abstentions by Councilmembers Duda and Washington. Councilmember Duda then made a motion, seconded by Councilmember Washington, that Substitute Bill 1-94 be recommended to Council without recommendation. The motion passed. Mr. Byroni noted that the entire City is currently digitized. He showed how the current zoning maps are for the area. It is hoped that a CD Rom for a "Road Capacity only" would be made available to the public. Each parcel now has the zoning and height and area listed, and it is hoped that the sewer and water lines would also be listed on the maps. It is also hoped that the tax key numbers would be provided in the near future. Hopefully that would be completed within the next two (2) months.
