We present Chris Holth as a perfect fit to serve as Project Supervisor. Chris has worked on South Bend local and FHWA funded projects and is experienced with bridge construction and INDOT procedures. Most recently, Chris and Justin teamed together to help manage Olive Street Phase I for the City. It is especially important to keep communication lines open with the City of South Bend and with Lawson-Fisher Associates, as this bridge ties into existing Coal Line Trail projects (Phase I and Phase IIA). Throughout his career, Chris has worked on several multi phased projects and understands the importance of being consistent between each phased project. As a bridge rehabilitation project, extensive knowledge will help to solve problems in a timely manner. Together Chris Holth and Justin Sherman have helped to build over 50 bridges including various types of rehabilitation. This team experience will help to deliver a smooth project while looking out for the best interests of the City of South Bend. His demand for quality workmanship is evident in projects completed for our clients throughout those years! Scott serves as USI’s Construction Services Department Manager and makes sure ALL projects are constructed in accordance with the plans, project scope, and specifications. Applying a “hands-on” approach in all responsibilities, Scott sees that all decisions and communications are clear between the owner/client and provides the information necessary for decisions to be made in a timely fashion. As conclusions and assessments based on in-field conditions arise, he coordinates all the information with the USI team. Tracy is an experienced engineer with 29 years in the planning, design and construction observation of bridge engineering projects. She is the co-founder of McCormick Engineering, LLC, a firm recognized by the State of Indiana as a Women’s Business Enterprise (WBE) and Disadvantaged Business Enterprise (DBE). She has worked with both bridges and trails for many projects for both INDOT and local LPA clients. Justin Sherman has over 14 years of experience in the construction inspection industry. He will be your on-site inspector and can fill in for Chris Holth whenever and wherever needed. Chris and Justin have worked on 9 large INDOT LPA projects together and have a great working relationship. Justin’s relevant experience includes daily records, on-site testing, and material record documentation. He has several INDOT certifications that are helpful when erosion or utility issues arise in the field. He will be your lead Project Supervisor and main point of contact throughout the project. His experience includes coordinating project schedules, changing and designing discrepancies, and managing communication. He has also managed on-site testing, mentored field inspectors, supervised the construction and budget requirements, and communicated with residents, public officials, and INDOT and FHWA personnel to answer project related questions and complaints. Chris Holth | Project Supervisor CERTIFICATIONS • INDOT Certified Technician, All Disciplines • INDOT SiteManager Project Experience Project Experience 5 City of South Bend | Coal Line Trail, Phase IIB | Des. #2200199 Project Approach Project Overview This phase of Coal Line Trail will rehabilitate the existing abandoned railroad bridge crossing the St. Joseph River and convert it into a multi-use path. This will consist of removing the old railroad track and rehabbing the existing girders. Existing structural steel will be field cut and rehabbed with new elastomeric bearing pads being installed. Bridge deck will utilize a concrete bridge deck with bridge expansion joints and ornamental railing. Existing piers will be rehabbed by utilizing pneumatically placed mortar and cracks in the piers will epoxy injected. Class 1 riprap will be placed around the piers and abutments for scour protection. The project will also construct a plaza on the West Bank connecting the Coal Line Trail to the existing Riverside Trail on the west side of the St. Joseph River and will connect with Coal Line Trail Phase IIA to the east. Project amenities will include a bench, lighting, drinking fountain, 4 bike racks with repair station, trash receptacle, bollard, trees, and shrubs. Project Schedule This project is scheduled to be bid on the INDOT letting in September 2022. Maintenance of Traffic (MOT) The project will be constructed off the roadway but could impact traffic on Riverside and North Shore Drive. It will be especially important to maintain traffic for local businesses and residences who do not have additional avenues to access their homes and facilities on North Shore Drive. Chris will manage close communication and coordination with everyone involved - the Owner(s), the contractor, and subcontractors - to provide delivery without delay! We pride ourselves in the extensive expertise of our staff, with hundreds of projects under our belt. The following project examples are presented to demonstrate that we have the relevant experience necessary to successfully complete all aspects of this project. Shelby Co. #13 Truss Bridge Rehab/Relocation to Blue River Trail Built in 1889, Shelby #13 is a 93’ long iron and steel Pratt truss built in 1889. In 2011, the bridge was closed to traffic due to damage and deterioration. The bridge was classified as a “Select” Historic Bridge and described as an outstanding example of its type but best suited for Non-Vehicular use based on condition and structural capacity constraints. The bridge is eligible for listing in the National Register of Historic Places. Due to technicalities, the Shelby County Bridge project was subjected to a full Section 106 process, including a Memorandum of Agreement. An Alternatives Analysis determined the most “prudent and feasible” alternative was replacement of the existing bridge and relocation of the historic truss. The bridge was marketed for re-use for a period of six months, followed by a public hearing to complete the public involvement process. The historic bridge was rehabilitated, including bridge painting, and relocated to carry Blue River Trail over a man-made water feature in Blue River Memorial Park, located in Shelbyville, Indiana. Ditch and Towne Road Trails - City of Carmel City of Carmel Ditch Road Multi-Use Path from 106th to 116th Street (16-ENG-20) and Town Road Trail Construction and Culvert Replacement from 96th Street to 106th Street (16-SW-18) USI completed the design and construction management for a trail along Towne Road, and construction management for a path along Ditch Road. Both projects had large box structures, storm sewers, curb, curb ramps, and drive approaches. Construction required ongoing coordination for all utilities that were located near the trails. Soils required treatment using undercutting, geotextiles, and innovative use of paving equipment so that trucks did not damage the trail subgrade. 8 City of South Bend | Coal Line Trail, Phase IIB | Des. #2200199 Project Experience Historic Truss Bridge Reconstruction and Trail Construction - Hamilton County B-34227 Hamilton County Department of Parks and Recreation Strawtown – Kowteewi Twin Truss Bridge Reconstruction and Trail Construction USI completed the construction management for reconstruction of two historic structures from Washington and Wayne County that were reassembled to create a trail bridge over the White River. A third structure was built to recreate a bridge in Hamilton County that was demolished using the original plans. The construction methods used replicated the original methods used to build the bridges completed by skilled craftsman. The project was completed on schedule and under budget. Monon Trail Pedestrian Bridge over 146th Street USI provided construction management/ inspection for the Monon Trail over 146th Street in Hamilton County. A pre-fabricated five span bridge structure was used with modular block retaining walls that resemble old railroad abutments. The bridge has a concrete deck with snow melt system, and curbs. Many trail amenities are included in the project, such as benches at resting areas, signs, traffic signals, and drainage structures.
