Rules Committee
To the Common Council of the City of South Bend
The February 14, 1994 meeting of the Council Rules Committee
was called to order by Council President Ann Puzzello at
3 : 35 p.m. in the Council Informal Meeting room.
Persons in attendance included Council Members Luecke,
Washington Kelly, Puzzello, Slavinskas, Coleman , Duda, and
Ladewski; Irene Gammon, Jo Ann Harper, William Eagen, Joyce
Boyler, Ann Brunnell, John Broden, Don Porter, and Kathleen
Cekanski-Farrand.
Council Member Puzzello noted that the purpose of the
meeting was to; review Bill No. 5-94 which would make changes
to Chapter 2 of the South Bend Municipal Code.
She noted that there were five (5) basic changes being
recommended t? the Council. The first was in Section 2-3
which would change the organizational meeting time from noon
to 7 : 00 p.m. The second change was in Section 2-9 of the
Code which would require, when possible, the Chairperson of
the Standing Committee having jurisdiction over the subject
matter of purposed legislation to sign in that purposed
Ordinance. The third change was to Section 2-10 which would
require the City Clerk's Office to send notice along with
copies of purposed legislation to citizen members. The next
change was to Section 2-10 which would change the titles of
various Standing Committees of the Common Council to better
reflect there duties. The last change was to enact new
Section 2-58 which would require annual notification of all
Board and Commission Members of their memberships, date of
appointment, dates and times of their regular meetings.
Council Member Luecke suggested that the Human Resources and
Economic Development Committee be changed to be called the
"Community and Economic Development Committee" . Council
Member Slavinskas made a motion to that effect, seconded by
Council Member Washington, and the motion passed.
Following further discussion, Council Member Slavinskas made
a motion to change the meeting time from 7: 00 p.m. to 5: 00
p.m. and to change the word "legislation" and to "Bills" in
Section 2-10 (c) the motion was seconded by Council Member
Washington. The City Clerk voiced concern over sending
copies to the citizen members. The motion passed.
Council Member Duda noted that notification to citizen
members is critical, however she suggested that they pick up
their packets since Council Members are required to do so.

Following further discussion, Council Member Slavinskas made
a motion seconded by Council Member Washington that amended
Bill No. 5-94 be recommended favorably to Council. The
motion passed.
There being no further business to come before the Committee
the meeting was adjourned at 4 : 00 p.m.
