CITY OF SOUTH BEND: COAL LINE TRAIL (PHASE IIB) 2
WE UNDERSTAND YOUR PROJECT
The 400-foot-long improvement for Phase IIB connects the Riverside Trail on the west side
of the St. Joseph River, traverses east on the former 1926 railroad bridge over the river, and
connects to Coal Line Trail Phase II — a new 12-foot-wide HMA shared-use path along the
old rail corridor from North Shore Drive to Angela Boulevard where it completes the linkage
with East Bank Trail.
The abandoned railroad bridge rehabilitatfon will replace rail tfes with a concrete deck, use
pneumatfcally-placed mortar and inject epoxy to address the pier deterioratfon (spalls and
cracking), improve the scour protectfon using Class I riprap, reconstruct beam seats, install
elastomeric bearings, partfally remove and embed new reinforcing steel, and replace end
bents to restore the structure’s useful life and strengthen the platiorm carrying the trail
over the river. Cleaning and paintfng steel will also considerably aid these efforts.
PROJECT APPROACH
COAL LINE TRAIL PHASE II
RIVERSIDE TRAIL
Riverwalk Trail Connection
The structure pavilion, which is located on the
decorative sidewalk west of the bridge, will be a
great focal point of this project. With its framing and
roofing requirements, close oversight of the
contractor is critical.
Monitor containment for
sandblasting & painting bridge over
St. Joseph River
Waterway MOT is necessary to
channelize any traffic away from
on-going construction & pier debris
Coordinate with Phase II for
connection between both projects
COAL LINE TRAIL PHASE IIB
CITY OF SOUTH BEND: COAL LINE TRAIL (PHASE IIB) 3
PROJECT APPROACH
KEY CHALLENGES & SUCCESS STRATEGIES - SCHEDULE & CONSTRUCTABILITY
TECHNICAL EXPERTISE & UNDERSTANDING
PIERS & ABUTMENTS
» Verify removal areas &
sound concrete
» Verify new reinforcing
steel – place horizontal
bars on the inside or
outside vertical bars
» Verify epoxy-injected
crack repair & shot-crete
locations above the ordinary high water mark
DECK CONSTRUCTION – DECK POUR DRY RUN
» Verify reinforcement placement is according to plans
» Hold dry run with finish machine – verifies deck depth &
checks reinforcing steel cover depth is greater, but not
significantly more than minimum
» Verify pour sequence – ensures proper beam deflection
PEDESTRIAN RAIL, LIGHTING, SIGNAGE, & AMENITIES
» Verify connection details & conduit placement
» Verify placement & foundation construction
» Coordinate on delivery of stored materials & amenities
TRAIL & APPROACHES
» Verify subgrade meets compaction requirements
» HMA trail connection at Riverside Trail requires review &
approval of QC/QA plan
» Field check the Decorative Sidewalk connection at North
Shore Drive before placing concrete to ensure ADA
compatibility at the sidewalk & the curb ramp
» Verify smooth transitions between projects & existing trail
UTILITY COORDINATION
» Utilities are not expected to be affected by the proposed
construction. However, connecting the drinking fountain
feature will require close coordination with Liz Horvath, City
of South Bend, in order to keep the job on schedule
SITE FURNISHING & DETAILS
» Nick will ensure a licensed land surveyor/engineer performs
the layout of the decoratfve sidewalk, as plans require
» Limestone seat wall, railings, ornamental lights, bollards,
bike racks, drinking fountain, trash receptacles, etc. will
require shop drawings, mock-ups, submittals & approvals
depending on the item
» Nick will work with the City on any substftutes &
certfficatfons and confirm details with contract documents
The special provisions include language highlighting the environmental restrictions and
necessary path to request a time and methods waiver, thus protecting the City against
contractor claims for additional compensation related to building cofferdams or
utilizing a causeway. It is clear this work is necessary to perform the scour protection
measures and the costs should be included in the submitted bid versus requesting a
change order after the fact. Attention to the permit restrictions at the time of bidding
will save the City money and mitigate avoidable schedule delays.
PROJECT ELEMENTS
Many factors lead to constructing a successful multi-use path. Our team delivers quality and avoids potential delays and increased
costs by knowing what to look for before operations begin. Here we have outlined major project elements most critical for success:
CHALLENGE: IDNR Permit Restriction #3, #6, and #23 raises
constructability red flags.
UNDERSTANDING: The permit restricts work in the waterway
March 15 – June 15, July 15 – November 30, and the use of
cofferdams, causeways, etc.; the contractor must expect to
request waivers and plan ahead to complete the project on time.
STRATEGY: If the City’s design team has not already initiated
these discussions, Nick and his team will meet with IDNR on-site
to facilitate the modification request, open the communication
lines, and coordinate between the City, designer, and IDNR.
CHALLENGE: Lead times for the elastomeric bearing pads and
decorative features.
UNDERSTANDING: Continue to keep INDOT and the LPA up to
date on any potential delays to lead time or testing. Based on the
current schedule, there should be no concerns. However, we have
seen some lead times up to 52 weeks on certain items.
STRATEGY: We will discuss potential stumbling blocks up front
with the contractor and, if possible, before the pre-construction
meeting. Recognizing these hurdles and how they impact the
construction sequence is a critical attribute our team possesses.
We will work to ensure these elements are moving as required.
CITY OF SOUTH BEND: COAL LINE TRAIL (PHASE IIB) 4
COMMUNICATION & PROJECT PARTNERS
Nick understands the importance of engaging the local partners, contractor, utilities, and the public. By keeping open lines of
communication and being accessible, Nick will keep the City of South Bend and project stakeholders fully informed and, most
importantly, up to date on project progress, schedule, key dates, and project milestones.
OUR SUCCESS IS REPEATEDLY ACHIEVED BY
» Pre-Construction Kick-Off Meeting – fostering critical project interactions & setting the tone for on-going communication
» Regular Progress Meetings with the City, contractor, subcontractors, utilities, stakeholders, & permitting
representatives – emphasizing project schedule, budget, work quality, & coordination
» Reviewing schedules for work completed, remaining work, schedule look ahead,
material procurement needs, show drawing reviews, permits, coordination, &
potential delays
» Emphasizing contractor accountability to support & maintain budget & schedule
» Documenting budget changes & forecasting anticipated final budget
» Addressing & documenting work quality concerns or issues for corrective actions
» Authoring & distributing meeting minutes & project status reports
» Reviewing & documenting permitting coordination requirements
» Facilitating one-on-one meetings with all stakeholders as necessary
» Responding immediately to calls, questions, & messages as they arise
» Being available 24/7
PROJECT APPROACH
Communication Coordination
Proactive Construction Inspection Approach
» Comprehensive project knowledge
» Thorough documentatfon
» Proactfve solutfons = cost containment
Nick will oversee day-to-day construction issues and direct the activities of the inspection team. His team will also review plans,
specifications, and construction methods with the contractor, provide supervision and administration of field work, and offer
guidance and technical expertise to ensure construction adheres to plans, budget, and schedule.
The riprap installatfon will be no small task.
Normally riprap is installed so the top of the
riprap is level with the existfng riverbed, as
proposed at Piers 2, 3, 6, and 7, which
requires excavatfon of approximately three
feet.
Existfng pier foundatfons could be completely
or partfally submerged. Placing riprap at
unknown conditfons will be handled on a case-
by-case basis and direct oversight will occur.
With the contractor’s superintendent, Nick
will thoroughly discuss their plan to safely
access Piers 4 and 5 for dumping riprap per
the plans.

Client Contact: Mercedes Brugh, 812.272.7417 | Constructfon Cost: $1.7 million |Team: Susan Al-Abbas, Dale Wills
PROJECT DESCRIPTION
The Eel River Trail is a 1-mile-long trail constructed through downtown Logansport that included a 3-span bridge over the Eel River.
As any project in an urban area, the project had challenges. Dale was able to work with the contractor, City, and other stakeholders
to foresee potentfal problems and adjust schedules and the order of work to eliminate or mitfgate them. They completed the
project on-time and within budget.
PROJECT WORK INCLUDED
KEY CHALLENGES & SUCCESS STRATEGIES
Managing the Critical Path
On this project, managing the critfcal path meant dealing with a difficult contractor. Dale notfced early on that the contractor was
not stfcking to the schedule and causing delays to the tfmeline. Dale stepped up to the plate and forced accountability from the
contractor for the schedule, budget, and his work quality. He worked with the City, INDOT, and contractor to address the
contractor’s issues and concerns to move the project along. It was Dale’s daily and persistent communicatfon with the contractor
that led the job to be completed within budget and on schedule.
Understanding the Project’s Impacts
When Dale notfced drainage issues along the trail, he worked with the contractor and City to include adjustments to the grade of
the trail and milling and resurfacing of the adjacent roadway to provide better overall drainage.
Coordination with Utilities to Ensure Smooth Relocations
Dale adjusted the alignment of the trail in the field to reduce the impact to utflitfes and obstructfons, to ensure the project
contfnued successfully.
Maintaining Traffic to Minimize Disruption to Local Residents & Business Owners
By closing lanes when absolutely necessary, Dale was able to was able to minimize impacts to the travelling public.
“Next time we need an inspector, please assign Dale Wills. Great job on our Eel River Run Trail and Cole
Bridge projects.”
