in the last five years. This number grows even
further when considering the several dozen LPA
roadway projects that had multi-use paths as
part of their overall project construction. We
consider path inspection to be an important
aspect of the construction industry and HWC is a
proven market leader within this niche. As you’ll
see on future pages, HWC has inspected paths
of all different dynamics, and we look forward to
continuing our proud trail inspection record with
the City of South Bend.
HWC thrives when provided the opportunity to showcase
our inspection team’s skill set. HWC maintains one of the
largest inspection groups in the State of Indiana with a team
of 40 qualified inspection staff members. Having over 10 team
members with more than 15 years of construction experience and
a mentoring mindset has allowed us to consistently exceed our
clients’ expectations across the board. This experience, paired
with our team’s consistency, has made our goal of building long
standing relationships with our clients a relatively simple task.

actively working on leading Olive Street Phase 2 to completion.

perform inspection on this trail project. Our continued
and regular partnership on INDOT LPA projects allows
our team to provide an exceptional level of service to

this partnership on several recent LPA projects within

Project Understanding
This project will involve the construction of a new trail over St. Joseph River from
Riverside Drive to North Shore Drive. The intent of this project is to convert an
existing abandoned railroad, Coal Line Trail Bridge, into a multi-use path. This
project is one section of a multiple phase project connecting and expanding
the trail system in South Bend. This specific phase will rehabilitate Coal Line Trail
Bridge, creating a new path/trail which will ultimately connect a prior section of
Coal Line Trail to an existing trail segment, Riverside Trail. Also, as a part of this
project, a new plaza will be built on the West Bank at the trail connection point.
This project will include a variety of site amenities including, but not limited to,
lighting and benches.
Upon performing a field visit of the proposed project location, several
construction considerations come into play. These vital components include
tree clearing, maintaining access to the adjacent neighborhood off of North
Shore Drive, and performing work over St. Joseph River. Performing construction
activities over a jurisdictional waterway requires attention to detail when
considering the potential for contamination due to construction activities. With
HWC staff having several personnel with level 1 stormwater certifications, as well
as our Deputy Director of Inspection having a level 2 CESSWI certification, we
are well equipped to assure that proper actions are taken to protect St. Joseph
River.
Our staff has also performed oversight of several past projects throughout
Indiana which involved the conversion of inactive railroad crossings into multi-use
paths, another of which was located in La Porte District. Our project experience
is in both asphalt and concrete trail components, as well as several connecting
elements such as ADA ramps, sidewalks, trail head areas, and a variety of site
amenities such as lighting, benches, and decorative bike racks. Regardless of
the components to be included in this project, our staff is knowledgeable and
experienced to deliver a successful trail for the City of South Bend.
HWC’s project approach is focused on continuing to grow the confidence the City of South Bend
has in our firm by completing another path project on time and within budget. Our firm’s attention
to detail and level of understanding in the area of path construction will seamlessly help guide this
project to a successful finish. HWC also has a comprehensive understanding of maintenance of
traffic needs and implementation. This will be a key component to completing this project effectively
while implementing and maintaining the specified vehicular detour route in a safe manner.
Each project has its unique components, but HWC is a step above the competition with an

HWC knows path projects. Our extensive experience in this type of work
provides our staff with a level of knowledge unmatched by the competition.
Not only do we surpass other firms in general knowledge, but also in the
quantity of path projects that we have been awarded. Our team is well versed
in soil sampling/moisture testing, soil compaction testing (Dynamic Cone
Penetrometer), compaction testing for aggregate (Lightweight Deflectometer),
concrete testing (air, slump, and yield), and diagnosing and performing
undercuts, etc. It takes a great level of expertise when diagnosing problem
areas with existing soil conditions and knowing how to correctly remedy those
issues. HWC will ensure the contractor is repairing all the necessary areas of
the subgrade in its entirety prior to placing compacted aggregate and HMA
for the path. This level of accurate testing couldn’t be possible without the right
equipment. HWC has invested over $25,000 in new field equipment purchases
in the last three years to better serve our clients. HWC has even purchased
two drones to provide a unique perspective of projects often not seen from
the ground level. We have two FAA licensed remote pilots on staff that will be
on site periodically throughout construction operations to take aerial photos
of the project. This will enable the City of South Bend to have a snapshot of
construction activities throughout the duration of the project.
PROJECT APPROACH
MATERIAL & TESTING EQUIPMENT
Trails or paths are unique in that they are built similar to
roadways, but, ultimately, need to be much smoother with little
to no imperfections in the asphalt. Any small imperfections in
the asphalt could create a safety hazard for a bicyclist, roller
bladder, or skateboarder. This can become an insurance liability
if someone becomes seriously injured from a fall. The asphalt
also needs to shed water properly to ensure there are no slick
spots that could freeze or pond water. HWC will ensure these
important aspects of the finished asphalt surface are constructed
in a way to eliminate this concern about potential trips and falls.

the City of South Bend and throughout INDOT’s La Porte District.

plethora of LPA trails in northwest Indiana. Our staff is very familiar

HWC has made several strategic hires over the last five years to help grow and maintain a diverse and
experienced PE/PS staff. As a result of this strategy, nine of our key Senior Inspector staff have over 25 years
of construction experience. We also have an additional seven staff members that possess 10 or more years of
construction inspection experience. In total, this means over 2/3 of our entire inspection staff has a minimum of
10 years of direct inspection experience.
Our PE/PS core team members are skilled in foreseeing and diagnosing problems before they occur in the field.
By using various techniques learned over the years, our team is confident it can overcome any challenge that
occurs during the course of any construction project. Being able to stay on top of project related issues, such as
subgrade issues, errors/omissions in the contract documents, unforeseen conditions, etc., will help ensure the City
gets a lasting product of which they can be proud. Our history performing work within the La Porte District and
the City of South Bend has proven our ability in this area.
Several different skill sets are required to successfully manage and inspect an INDOT project. Materials need to
be tested and certifications obtained. Weekly erosion control reports, contractor payrolls, and traffic reports need
reviewed for accuracy and compliance. But, ultimately, job success usually comes down to one word: MONEY.
Budget control is imperative to success and INDOT makes it a focal point on their performance scoring. We coach
our teams to constantly check and identify value engineering opportunities in both their inspection and construction
budgets. Specific to projects performed within the La Porte District, our firm has regularly given back money on
inspection budgets and sought ways to save our clients money in timely resolution of field issues and providing
several options to solve constructibility issues. Prompt resolution of problems that arise during construction means
less down time leading to projects being constructed on time and within budget.

HWC was responsible for full-time inspection of the Kitselman Trail Phase 2 project in
Muncie, Indiana.
The project included new asphalt and concrete trail sections with corresponding curb,
sidewalk, and ADA ramps. A portion of the trail was built on top of a former parking lot
where fill material was built up to create an elevated trail section which connects into a
newly restored pedestrian bridge.
Communication conduits, fencing, and decorative items such as benches and a water
fountain for both pedestrians and pets were implemented. A stone paver walking area
surrounding several of the benches which contain notches for bike storage was installed.
This is located adjacent to the newly constructed parking lot installed as a part of this
project. New plantings and trees were also included. The trail splits into several sections
and includes a decorative stone staircase leading down to a section of trail which is
constructed adjacent to the White River. Sets of stairs with limestone bike channels and
railings were also installed connecting trail segments.
The project was funded by INDOT and the City of Muncie. Project cost was approximately
$1,057,380.
HWC provided full-time inspection of the Midland Trace Trail project in
Noblesville, Indiana.
This trail was installed from Hazel Dell Parkway to Willowview Road,
converting what was formerly a railroad bed into a pedestrian and bike use
trail. As part of this project, the existing culvert was replaced along with the
installation of other storm drainage items. The trail itself was asphalt with
sections of corresponding curb, sidewalk, and ADA ramps. Several decorative
items such as stamped concrete, benches, and plantings were included.
Hawk signals were implemented at each street crossing. These pedestrian/
bike crossings included crosswalk striping, stop bars, signage, and flashing
lights on cantilever arms activated by pedestrian push buttons.
The project was funded by INDOT and the City of Noblesville. Project cost
was approximately $718,000.
Midland Trace Trail

HWC was responsible for full-time inspection of the Fitzgerald Trail in New
Castle, Indiana. This project included construction of .95 miles of new trail along
Washington Street and Hillsboro Road and through portions of Osborne Park.
This project included construction of new curb, installation of new ADA ramps,
and new sidewalk. A large concrete node was poured at the end of the trail
with benches for sitting, and a stone parking lot was installed at the node
for people to park and then access the trail. Two lifts of HMA atop a stone
subbase were utilized to construct this trail, and disturbed areas were seeded
to deliver the finished product.
The project was funded by INDOT and the City of New Castle. Project cost was
approximately $600,000 and the project was completed in August of 2021
HWC was responsible for the full-time inspection of the Morgan Street
Streetscape and the Flatrock Trail projects in Rushville, Indiana.
These projects included a new terrain HMA trail along with a widened sidewalk
for enhanced pedestrian travel. The projects ran from the Rushville City Library
in downtown Rushville to Riverside Park, nestled along the Flatrock River. The
projects included several new structural and decorative enhancements. Structural
enhancements included storm sewer, concrete curb, HMA for the new trail, new
concrete sidewalk, and new PCCP for drives. Decorative enhancements included
traffic signage, enhanced pedestrian lighting through the corridor, historical
markers and signs, decorative thermoplastic crosswalks, farmers market
wayward striping, new benches, bicycle racks, trash receptacles, and decorative
etched pavers throughout the walkways. Decorative elements also included new
limestone seat walls, landscape beds, granite pavers, and a new amphitheater
area with terraced limestone seat walls.
This project was funded with INDOT LPA funds and by the City of Rushville. The
total cost was $1.8 million and was completed in November of 2020.

Morgan Street Streetscape & Flatrock Trail

HWC was responsible for the full-time inspection of the Interurban Deer Creek
Trail project located along Deer Creek from Hamilton Street to US 421 in Delphi,
Indiana.
This project included construction of new sidewalk, curb/gutter, PCCP driveways,
and drainage structures between Wabash Street and US 421. New terrain
construction between Hamilton Street and Wabash Street requiring earth
embankment fill and subgrade treatment was also performed before finishing the
trail with full depth HMA pavement.
This project was funded by INDOT and the City of Delphi with a total project cost of
just under $280,000.
HWC completed the Washington Street Gateway & Trail project in Delphi, Indiana.
The project included installation of a multi-use path with period street lighting,
handicap-accessible ramps, brick paver accents, site furnishings, wayfinding, and
landscape areas.
The multi-use path created critical connections between schools, historic
neighborhoods, and other points of interest in the community.
Federal aid funding was utilized for this project, which served to create a
pedestrian-friendly downtown.
The project was funded by INDOT and the City of Delphi. Total project cost was
$1.5 million.

HWC provided design and construction inspection services for this project. The
Muscatatuck Trail project connects the Muscatatuck County Park to downtown
North Vernon, Indiana.
This project was one component of the City’s $15.0 million Stellar Communities
Pilot Program effort to revitalize downtown North Vernon. INDOT federal aid
funds were utilized.
The trail begins in downtown North Vernon and extends south through several
neighborhoods along a former railroad right-of-way before ultimately connecting
to the Muscatatuck County Park. The park has existing mountain biking and
hiking trails, which serve as a natural connection to this multi-use trail.

NORTH VERNON, IN
Muscatatuck Trail
HWC provided full-time inspection services for the Sugar Creek Trail project
in Crawfordsville, Indiana.
Project additions included an MSE wall structure spanning 223’ over an
unnamed tributary that outlets into Sugar Creek and an 8’ wide HMA bike
trail approximately 1,878’ in length from Schenck Road to the existing
trailhead by the Animal Welfare League.
The project also included installing 48” RCP in the MSE wall to divert the
water for the unnamed tributary to Little Honey Creek. MSE wall envelope
was backfilled entirely with #8 stone to ensure the MSE wall joints did not
leak from typical structure backfill material.
The $670,000 project was funded by INDOT and the City of Crawfordsville.
