The staff report was presented by Adam Toering.
Staff Recommendation:
The structure exhibits deferred maintenance of the original windows. Deferred
maintenance does not constitute deteriorated beyond repair. Staff recommends that the
original windows be restored and the application for replacement be denied.
The applicant was represented by:
John Sikorski, 720 Park Avenue, South Bend, IN 46616
John Downs Krostenko read a statement onto the record. The statement is attached as a
separate document.

After due consideration, the following action was taken:
Upon a motion to deny by John Downs Krostenko, seconded by Sarah Hill, and
unanimously carried by vote, the Historic Preservation Commission DENIES Certificate of
Appropriateness #2022-0621.
Legal Counsel Shakour clarified that, in motions for denial, Commissioners are required
to state their reasons for denial. Roll was called.
Commissioner Downs-Krostenko (AYE): My reasons were stated into the record.
Commissioner Hill (AYE): It's an important beautiful house and I would love to see
them comply with the standards.

Commissioner Tiffany (AYE): I don't think the windows are far enough gone that they
can't be restored.
Commissioner Andrews (AYE): I voted for the same exact reasons stated. It goes
against the standards and guidelines and based on the staff report the windows were not
deteriorated beyond repair.
Certificate of Appropriateness #2022-0621 is denied.
Vote: 4-0. Four in favor, none opposed.
COA 92022-0621 is denied.

After due consideration, the following action was taken:
Upon a motion by Sarah Hill, seconded by John Tiffany, and carried by vote, the Historic
Preservation Commission APPROVES Certificate of Appropriateness Application #2022-
0705.
Vote: 3-0-1. Three in favor, none opposed, one abstention
COA#2022-0705 is approved.

a. APPROVAL OF MINUTES
i. June 21, 2022 minutes
- Upon -a -motion by Joan Downs Krostenko, seconded by Sarah Hill, and unanimously
carried by vote, the minutes from the June 21, 2022 Historic Preservation Commission
are approved.
b. STAFF REPORTS

After due consideration, no action was taken.
c. COMMITTEE REPORTS
i. No committees met since the previous meeting.

d. ELECTION
i. President
After due consideration, the following action was taken:
Upon a motion by Joan Downs Krostenko, seconded by Sarah Hill, and unanimously
carried by vote the election will be held via acclimation instead of written ballot.
Joan Downs Krostenko nominates Sarah Andrews for president. Sarah Andrews
accepts the nomination.
Vote is held and by unanimous decision, Sarah Andrews is elected president.
ii. Vice President and Assistant Secretary
After due consideration, no action was taken at this time.
VI. OLD BUSINESS
VII. NEW BUSINESS
a. Sarah Andrews urges the Commission to have prepared for next month ideas for who they
want to be as the Historic Preservation Commission. What is their mission and vision? Honor
the past and the legacy but determine what they want to be moving forward. How do they
want to continue to be a positive force in the community, and make sure the right type of
outreach is occurring? Why was each individual drawn to the Commission? What are their
"passion" projects/sites? How can the Commission be more proactive instead of reactive and
not be seen as just punitive but as an educational resource? Possibly refocus the number of
committees and tailor the committees to best serve the community.

IX. ADJOURNMENT
Upon a motion by Joan Downs Krostenko, seconded by Sarah Hill and unanimously carried by vote,
the meeting was adjourned at 7:10 p.m.
