Personnel and Finance Committee

The August 15, 1994 meeting of the Personnel and Finance Committee was called
to order by its Chairperson, Council Member Sean Coleman at 3:10 p.m. in the Council
informal meeting room.
Persons in attendance included Council Members: Coleman, Kelly, Puzzello,
Zakrzewski, and Ladewski; Kevin Horton, Jeff Rinard, Brian Hedman, William Eagan,
Dale Balsbaugh, Elizabeth Rowell, Ed Talley, Tom Scarbuck , and Kathleen Cekanski-
Farrand.
Council member Coleman noted that the Youth Services Bureau will be rescheduled
to August 22, 1994. It was also noted that Council Member Luecke was called out of town
due to an illness in his family.
Morris Civic 1994 = $239,057.00 1995 = $237,737.00
The first item to be reviewed was the Morris Civic Budget. Mr. Balsbaugh noted
that this was the first time that the Morris Civic was within the general fund.
He noted that there are several leaks in the roof and that they are looking to clean the
building each quarter since they will have several more seasons before the Restoration
Project begins.
In response to a question raised by Council President Puzzello,it was noted that the
personnel accounts have been decreased in light of the fact that the merit bonus has been
budgeted in the Controller,s account rather than within this account.
In response to a question raised by Council Member Ladewski, it was noted that the
season has not been shortened.
Council Member Coleman noted that the fund raising is currently in the"leadership
phase". The public phase should begin early next spring. Mr. Horton noted in response to
Mr. Eagan,s question that the Football Hall of Fame fund raising is primarily outside of our
community, whereas the Morris Civic Restoration Project is primarily within the
community.
Council Member noted that the Morris Civic will continue even if the fund raising
does not reach its goal. It was noted that more than 50% of the users are outside of the city
limits and that leveraging of dollars is being considered.
Mr. Balsbaugh highlighted several upcoming events which include the Rockets,
John Denver in December and Kenny G in September. It was noted by Elizabeth Rowell
that the Century Center Board over sees the Morris Civic. Council Member Coleman also
noted that the Entertainment District Board is primarily the Oversight Committee for the
fund raising drive. Mr. Horton noted that there were no comments by the State Board of
Accounts which is a compliment to the Morris Civic.

There being no further business to come before the Committee on this budget, the
meeting was adjourned at 4:15 P.M.
