The July 25, 1994,meeting of the Personnel and Finance Committee and the Health
and Public Safety Committee was called to order by Personnel and Finance Committee
Chairperson Sean Coleman at 4:40 P.M. in the Council informal meeting room.
Persons in attendance included Council Members: Luecke, Washington, Kelly,
Slavinskas,Zakrzewski, Colmen,Duda,Ladewski and Puzzello;Don Porter, and Kathleen
Cekanski-Farrand.
Council Member Coleman noted that the only item on the agenda was to review
substitute Bill No. 76-94 which would set the annual pay and monetary fringe benefits for
Members of the South Bend Police Department for calendars years 1995, 1996,and 1997.
Council President Puzzello made the initial presentation. She noted that this was the
shortest negotiations since she has been on the Common Council. She stated that the main
focus of the FOP was to address the pension base by placing dollars in the category of first
class Patrol Officer. She noted that basically the FOP Committee was acceptable to status
qou in all other monetary categories. She noted both teams worked well together and it was
a very positive negotiation process.
The Council Attorney was then called upon to give a further summary of the
changes. She noted that for the Captains and below who are the Officers represented by
FOP Lodge 36, that although percentages were not discussed at the table the average
percentage increased for those ranks in 1995 will be 4.5%,in 1996 4%, and in 1997 3.7%.
The holiday grant procedure will change the currant concept and will require Police
Officers to work for holiday pay. A concept of" Grand Holidays"will be initiated where
additional financial incentive will be paid by the City for certain holidays established by the
Board of Public Safety. The only increase in hazardous duty pays was the SOS undercover
which is currently at $1500.00 which will increase to $1,800.00, $1,900.00 and
$2,000.00 respectably over the course of the three years. She noted that the current
$500.00 for gun radio allowance will be reduced to $200.00 each year.These dollars were
then moved into the base dollar increase.Linear increases in longevity where as follows:
11-14 years from$400.00 to$415.00
15-19 years from$550.00 to $575.00
20 plus years from $1,000.00 to $1,050.00.
The Council Attorney then reviewed the Tuition Reimbursement Program, the
Operations Safe Neighborhoods Program and the Body Armor Vest Incentive Program.
She also proposed changes to the substitute Bill regarding the Holiday Grant Language,
Tuition Reimbursement, and Body Armor Vest Incentive and noted that a finial version
would be on file with the City Clerk's office. The only change with regard to vacations
were for those officers or sworn members hired after December 31, 1986 with the detail
being as follows:
11-15 years of service from 18 days to 19 days
16-19 years of service from 21 days to 22 days
20 years and over from 24 days to 25 days

She also noted that new polices addressing Accumulated Time Buy-Back and Flex
Time Polices along with Retirement Sick Leave Buy-Back are new. Insurance benefits are
basically the same as the currant contract however the payment for the election to leave the
City Insurance Program will change from$40.00 per month to$50.00 per month, and Life
Insurance will increase from$10,000.00 to $15,000.00.
The Council Attorney also that the overall negotiations were very positive and that it
was a good team effort by both the FOP Membership as well as the Common Council,City
Administration, and Board of Public Safety.
Council Member Ladewski noted that although this may have been the shortest
negotiations there were at least 40 to 50 hours spent face to face at the Negotiating Table.
He believes that the Negotiations ran smoothly part because the Chief Spokesperson for the
FOP was Mr. Leo T.Blackwell a former Indianapolis Police Officer who understood and
could quickly analyze the problems brought to the table. He noted that he worked well with
the Chief City Negotiator,our Council Attorney.
Following further discussion, Council Member Kelly,made a motion seconded by
Council Member Zakrzewski, that substitute Bill No. 76-94 be recommended favorably to
Council. The motion passed.
There being no further business to come before the Committee the meeting was
adjourned at 5:07 P.M.
