The July 25, 1994, meeting of the Personnel Finance Committee was called to
order at 4:30 P.M. in the Council informal meeting room by it's Chairperson Council
Member Sean Colmen.
Persons in attendance included Council Members: Luecke, Washington, Kelly,
Slavinskas, Zakrzewski, Colmen, Duda, Ladewski, and Puzzello; Bill Egan, Tom
Scarbuck,Gretchen Bowland,Don Porter, and Kathleen Cekanski-Farrand.
The first item on the agenda was to review Bill No. 75-94, which would close
certain dormant funds and transfer the balances to the General Fund.
Tom Scarbuck made the presentation. He provided a handout entitled "1994
Original Budget vs 1994 revised Budget " (copy attached). It showed that the original
budget for the affected line items addressed 6, 252, 625.00. The revised Budget brings the
balance to 4, 613, 828.07.
Council Member Slavinskas questioned the 220,000.00 in the Morris Civic Fund.
It was noted that, that fund is currently is not being used and has been moved within the
General Fund. Overall Morris Civic is spending more and taking in less dollars.
Council President Puzzello questioned, the Surcharge Fund. Council Member
Luecke reviewed a copy of the latest Controllers balances and confirmed that the Morris
Civic Improvement Fund is a separate fund with regard to the surcharge. The Council was
assured by Mr. Scarbuck that detailed expenses of Morris Civic would still be provided.
Mr. Egan was concerned with regard to the Morris Civic account. However with
further explanation it was explained that this was basically a paper transaction.
Council Member Slavinskas further noted that because of the regional usage of the
Morris Civic, that he feels uncomfortable with moving the Morris Civic Fund to the
General Fund. He noted however that this is a request being made by the State Board of
Accounts. He stated that the Council would be able to monitor a situation when an account
is close to going into the red and that they would be alerted to the situation much more
easily than if it is within the General Fund. Nevertheless,despite this concern,he is in favor
of the overall Bill. Council Member Coleman noted that this would be similar to the zoo
accounts now being under the management of the Park Department Budget.
Following further discussion, Council Member Ladewski made a motion, seconded
by Council Member Luecke, that Bill No. 75-94 be recommended favorable to Council.
The motion passed.
There being no further business to come before the Committee, the meeting was
adjourned at 4:42 P.M.
