Ven : The April 11, 1994 meeting of the Personnel and Finance Committee was called to order by its Vice-Chairperson Eugene Ladewski at 3:05 p.m. in Council Informal Meeting Room. Persons in attendance included Councilmembers Slavinskas, Kelly, Leucke, Ladewski, Washington, Duda, Coleman, Mayor Kernan, Jon Hunt, Jenny Pitts Manier, Mikki Dobski, Brian Hedman, JoJo Meehan, Marcia Sears, Steve Quior, Don Porter and Kathleen Cekanski-Farrand. The first item on the agenda was to review Bill No. 33-94 which would appropriate 1 million dollars from cash reserves for various public improvements. Mayor Kernan made the presentation. Mayor Kernan noted that for the first time in recent memory the City of South Bend will make expenditures from community development block grant funding sources and from general fund sources. He noted that the neighborhood public works is proposed for$650,000.00 to allow a program to address curbs and sidewalk, driveway approaches, and tree lots. It is homeowner oriented with sixty (60%) percent being matched by the City if the homeowner pays up-front and a fifty (50%) percent match from the City if the homeowner pays over a twelve (12) month period. He then passed out a handout giving further details of the programs. One hundred thousand dollars would be appropriated for neighborhood parks which again, a handout provided further detail (copy attached). Fifty thousand ($50,000.00) dollars would be spent in partnerships centers and none CDBG areas; seventy five thousand ($75,000.00) dollars would be spent for NBD loan programs in none-CDBG community planning areas; twenty-five thousand ($25,000.00) dollars would be spent on special projects which would include fifteen thousand ($15,000.00) dollars for Healthy Communities Inc., and ten thousand ($10,000.00) dollars for neighborhood planning forum; fifty thousand ($50,000.00) dollars for youth/police recreation; and fifty thousand ($50,000.00) dollars for good neighborhood special projects. Mayor Kernan noted that this would be reinvesting into the neighborhoods and provides a water shed for using Civil City monies to leverage other dollars. He noted that there would ten Civil City districts which were depicted on the presentation boards reviewed by the Committee. Mr. Steve Quior spoke on Healthy Community programs and noted that it provides a new network of coalitions for leveraging of dollars. It provides an excellent outreach effort. Jo Jo Meeham and Marcia Sears also spoke in behalf of the project. Personnel and Finance Committee April 11, 1994 Page 2 Councilmember Ladewski noted that he is a stakeholder in the Healthy Communities program which spends three and half(3 1/2) hours every three (3) weeks in meetings. Councilmember Luecke spoke in favor of the Bill. Following further discussion, Councilmember Luecke made a motion, seconded by Councilmember Ladewski, that Bill No. 33-94 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 32-94 which would approve the Execution of the Addendum to the lease between the City of South Bend and South Bend Civic Center Building Authority. Jenny Pitts Manier made the presentation. She noted that this is necessary in order for the City to exercise an option to purchase the facility on dates other than June 28th and December 28th. Following further discussion, Councilmember Ladewski made a motion, seconded by Councilmember Luecke, that Bill No. 32-94 be recommended favorably to Council. The motion passed.
