The August 10, 1992 meeting of the Human Resources and Economic Development
Committee was called to order by its Chairperson, Council Member Roland Kelly at 5:00
p.m. in the Council Informal meeting room.
Persons in attendance included Council Members: Kelly, Coleman, Duda, Ladewski,
Washington, Puzzello, Slavinskas, Zakrzewski, and Luecke; David Norris, Jeff Gibney,
Mike Veitzinger,Don Porter, and Kathleen Cekanski-Farrand.
The first item on the agenda was to review Bill No. 92-59 which is a tax abatement request
for the 1200 block of West Washington Street.
Mr.Mike Beitzing then reviewed the report from the Department of Economic Development
dated July 24, 1992 (copy attached).
Mr. Jeff Gibney noted that the West Washington Homes Partnership will develop sixty five
(65) units of affordable housing in the 1200 block of West Washington. Twenty-two (22)
duplexes and seven (7) triplexes will be build on four acres of land. In response to a
question raised by Council Member Coleman it was noted that three management firms are
currently being interviewed. In response to a question raised by Council Member
Ladewski it was noted that the two (2) bedroom would rent for$300.00 per month and the
three (3) bedrooms would rent for $400 per month. Mr. Gibney also noted that each
would have its own back yard which would be fenced in.
Council Member Slavinskas then spoke in favor of the ten (10) year abatement as opposed
to the six (6) years. Council Member Washington also spoke in favor of the ten (10) year
abatement.
The Council Attorney,in light of the recommendation for the ten (10) year abatement,then
proposed amendatory language to section VI to incorporate the ten (10) year designation
based on the three items listed in the proposed language(copy attached).
Following further discussion, Council Member Slavinskas made a motion, seconded by
Council Member Duda that amended Bill No. 92-59 be recommended favorably to Council.
The motion passed.
Mr. Gibney then commented all interested parties and individuals with the cooperation they
received throughout this process.
Council President Luecke noted that he has made of public record his employment status
and would be voting on the proposed abatement request at the formal meeting this evening.

There being no further business to come before the Committee the meeting was adjourned
at 5:15 p.m.
