of the zoning ordinances, building codes, safety codes, ADA or other

Re: Small Staircase Project in the Rose Garden

Historic Preservation Commission:
As we discussed, currently the small staircase on the southern edge of
the Rose Garden leads nowhere —just into the grass surrounding the
Rose Garden —but not actually into the beds. It doesn't actually "enter"
the Rose Garden, and we want to correct that. (A large number of our
older visitors use this small staircase, since the "main" staircase is much
steeper, and longer.)
Our project would add a pathway from the bottom of the stairs, into
the gravel walkway that is within the Rose Garden. The new pathway
would be six feet wide (the same width as the stairs), and be composed
of the same #11 crushed limestone that we used for the upper pathway
that we created several years ago, connecting the Michigan Street
sidewalk to the larger staircase that flows into the Rose Garden, from
the west.
The new 6 foot pathway would have 3 foot wide flower beds, adjacent
to the path on each side of the path; separated by steel edging. We
would add steel railings to the staircase, designed by Evans Metal, with
the same design used recently on the stairs in Leeper (west) that lead
to the Studebaker Fountain.
I have provided a copy of this proposal, with the attached sketch, to
Aaron Perri, and asked him to review it, and send it on to you.

Re: Rose Garden Stairway to Nowhere
Meeting of June, 13, 2022
Aaron;
I wanted to set out an update from our discussion at your office:
After our meeting of June 13, at which we discussed this project, I met with Adam Toering at
HPC on June 16 at his office, and reviewed the project with him. He indicated that he was in
favor of both this stairway project, and the water feature project that I have proposed for
Spring, 2023.
He indicated that he would give administrative approval for both projects, without the need for
full Board approval/review by HPC.
He advised me to submit a written proposal and basic drawing to him, signed off by VPA, and
he would approve it.
On June 16th, I also met on site with David Evans, of Evans Metal and reviewed the handrail part
of this project. He took all of the necessary measurements, and will provide me with a bid for
the handrails for the steps, identical to what they installed on the steps in Leeper Park (West),
going down into the Fountain area. Adam has indicated that this style will be acceptable to him
and HPC. Mr. Evans will be submitting a bid to me.
In addition, I met this morning with Brad, from VPA, to look at the electrical needs for the water
feature, on site. Brad was very helpful, and will be talking to the electrician about these
requirements.
I am attaching the proposal to HPC on the small staircase project, and would appreciate it if you
would approve it, and either return it to me; or pass it on to Adam for his approval.
