The December 13 , 1993 meeting of the Parks and Recreation
Committee was called to order by its Chairperson, Council
Member Sean Coleman at 4 :45 p.m. in the Council Informal
meeting room.
Persons in attendance included Council Members: Luecke,
Washington, Kelly, Puzzello, Slavinskas, Coleman, Duda, and
Ladewski; Ron O'Connor, Phil St. Clair, Jeff Rinard, Johnny
Martinez, William Eagen, Don Porter, and Kathleen Cekanski-
Farrand.
Mr. O'Connor made the presentation on Bill No. 111-93 which
would create Section 2-170. 5 entitled "Howard Park Ice Rink
Non Hyphen Reverting Capital Proven Fund" . Mr. O'Connor
noted that the Ordinance would approve the increased fees
passed by the Board of Park Commissioners at its meeting of
October 25, 1993 . It is the desire of the Park Board that
fees be deposited into a separate fund in order to fund
capital improvements to the Howard Park Ice Rink. He then
reviewed two handouts (Copy attached) which detailed the
proposed fee increase for the Ice Rink and the summarized
the non-reverting revenue for the golf, zoo, picnic, alcohol
permits, and East Race from January through November, 1993 .
Council Member'; Ladewski questioned rather senior citizens
would receive any kind of a discount and was advised that it
was not considered. It was also noted that minor is defined
as anyone 17 years and under. Mr. St. Clair spoke in favor
of the proposed increase noting that the Ice Rink was nearly
50 years old.
Council President Luecke questioned the inconsistency of
when non-reverting funds would be established and when they
would not be. He was advised that this fund was approved by
the Controller's office. Council Member Duda spoke in favor
of the proposed Bill, and Council Member Coleman stated that
this was appropriate for the Parks Department. Following
further discussion, Council Member Kelly, made a motion
seconded by Council Member Slavinskas, that Bill No. 111-93
be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 112-93 which would
appropriate $10, 000. 00 from the zoo endowment fund to be
used for capital improvements, namely the purchase of
various of gunite apparatus for the Park Department. Mr.
Martinez made the presentation. He stated that the Robert
J. Fitch trust donated $10, 00. 00 in 1993 . It had been
determined that the gunite machines would be appropriate
under the trust to be purchased by the zoo. Mr. Martinez

noted that this would permit the city to build landscaping
type of items such as mountains for the zoo facility. He
noted that he plans to have a workshop approach or a "Tom
Sawyer" approach for building pools and trees next year.
Following further discussion, Council Member Kelly made a
motion, seconded by Council Member Puzzello, that Bill No.
112-93 be recommended favorably to Council . The motion
passed.
Mr. Phil St. Clair noted that the reports of city offices
this evening would be an update on "Zoo-tide" by Mr.
Martinez .
There being no further business to come before the Council,
the meeting was adjourned at 5: 00 p.m.
