PERSONNEL AND FINANCE COMMITTEE
To the Common Council of the City of South Bend:
The March 22 , 1993 meeting of the Personnel and Finance
Committee was called to order by its' Chairperson Council
Member Ann Puzzello at 4 : 15 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members: Luecke,
Washington, Kelly, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, Ladewski; Don Porter, and Kathleen Cekanski-
Farrand.
Council Member Puzzello noted that the purpose of the
meeting was to hear presentation on Bill No. 25-93 which the
City Administration is requesting to have the rules
suspended in order to give First, Second, Third Readings and
Public Hearing on at this evening's meeting. It was noted
for the record that no one from the City Administration was
present to review the Bill. Don Porter noted that the bonds
were sold last Tuesday at a rate of 5. 30%
There being no further business the meeting was adjourned at
4 : 30 p.m.
At approximately 4 : 50 p.m. the meeting was reconvened in
light of the appearance of City Controller. Mr. Kevin
Horton then reviewed the Bill. He stated that the purpose
of the Bill was to move up the "call date" by one (1) year.
The City Administration would like to close on the bond
issue on April 6, 1993 , therefore they are requesting a
suspension. It was noted that with this action, there could
be a payoff sooner and that in approximately two (2) weeks
there would be an Appropriation Ordinance filed for
approximately $300, 000. 00 of sewage works projects.
Following further discussion, Council Member Coleman made a
motion, seconded by Council Member Ladewski, that Bill No.
25-93 be recommended to have a suspension of the rules and
that it receive a favorable recommendation from Committee.
The Motion passed.
There being no further business to come before the
Committee, the meeting was adjourned at 4 : 55 p.m.
