The November 8, 1993 meeting of the Personnel and Finance
Committee was called to order by its Chairperson, Council
Member Ann Puzzello at 3 :45 p.m. in the Council Informal
Meeting Room.
Person in attendance included Council Members Luecke,
Washington, Kelly, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, Ladewski; Terry Bland, Lori Zimmerman, and
Kathleen Cekanski-Farrand.
Council Member Puzzello noted that the purpose of the
meeting was to review two (2) Bills referred to the
Committee for review and recommendation. The first Bill
reviewed was Bill No. 91-93 which would make technical
amendments to Ordinance No. 8396-93 addressing appointed
officers and non-bargaining employees.
Lori Zimmerman of the City Controller's Office made the
presentation. She noted that the Bill would eliminate all
part-time positions. Discussion then took place. Upon a
motion being dully made and seconded Bill No. 91-93 was
recommended favorably to Council.
The Committee then reviewed Bill No. 92-93 which would make
technical correction to Ordinance No. 8297-93 and Ordinance
No. 8298-93 addressing salaries for the South Bend Fire
Department for Calendar years 1994 through 1996. In light
of the fact that there was not a presenter present from the
City of Administration the Bill was sent to full Council
without recommendation. The meeting was then recessed at
4 : 00 p.m.
At the request of the Council Attorney the meeting was
reconvene at 4 : 50 p.m. The Council Attorney then reviewed
Bill No. 92-93 . She noted that it would make technical
corrections to both of the prior Ordinances passed on July
29th and August 1st respectively. It sets forth the final
wage and benefit offered of the City which was ratified by
the Firefighter Local Union. She noted that the final
package was within the City guidelines, and she recommended
the Bill favorably.
Following discussion, Council Member Coleman made a motion,
seconded by Council Member Ladewski that Bill No. 92-93 be
recommend favorably to Council. The motion passed.

There being no further business to come before the Council
the meeting was adjourned at 5: 10 p.m.
