JOINT COMMITTEE OF THE PERSONNEL FINANCE AND PUBLIC WORKS
COMMITTEE
The October 25, 1993 Joint Committee meeting of the
Personnel and . Finance and Public Works Committee was called
to order by Cleo Washington Public Works Chairperson at 4 : 00
p.m. in the Council Informal meeting room.
Persons in attendance included Council Members Luecke,
Washington, Kelly, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, and Ladewski; John Leszccynski, Don Porter,
and Kathleen Cekanski-Farrand.
Council Member Washington noted that the first item on the
agenda was to review Bill No. 86-93 which would appropriate
$932 , 000. 00 of the local roads and streets fund.
Mr. Leszccynski noted that the first project was for paving
and slurry in the amount of $460, 000. 00. Added to this
would be approximately $75, 000. 00 for a total 1993 program
of $535, 000. 00.
The second item of $25, 000. 00 would be for consulting fees
for the Twyckenham US 23 to McKinley project.
The third project would be Ironwood (Ireland to Ewing)
project in the amount $331, 000. 00 this is a annual amount
for right of way aquasition an engineering.
The forth project would be the Portage (Cleveland to Bendix)
project in the amount of $116, 000. 00 this is in four phases
with the Ewing to Randolf area being projected to begin in
1994-1995. The City is attempting to coordinate with the
County on the overpass project. The total construction cost
is projected to be over 10 million dollars.
Council Member Ladewski questioned the Twyckenham project.
He was advised that an equal amount of footage would be
taken off each side of the road in light of the crown going
down the center of the street. It would be more cost
effective in this way.
Council Member Zakrewski questioned whether there was a 1993
paving list. Mr. Leszccynski advised him that there was and
that he would provide him a copy of that document. Mr.
Zakrewski noted that the list had always been provided to
him in the past. Mr. Leszccynski also noted that the
$460, 000. 00 has already been spent and that no monies were
allocated for concrete. Council Member Zakrewski questioned
what happened to the $100, 000. 00 earmarked for concrete, and
was advised by Mr. Leszccynski that it had been

shifted to other projects.
Council Member_ Zakrewski voiced strong dissatisfaction that
no money for concrete roads were taking place. He stated
that his District would continue to suffer. He stated that
his area is in need of concrete work and that delayed
maintenance for another year made no sense. He, also noted
that in his telephone conversation with Mr. Litrell that
there would, be temporary work done but was advised that it
would be in asphalt. Mr. Leszccynski stated that any
temporary work would be in concrete. He also added that
redevelopment had paid for the Philipa Street project .
Council Member Slavinskas question whether the $100, 000. 00
was always in local roads and streets, and was advised by
Mr. Leszccynski that has always been that way in the past.
Following further discussion Council Member Puzzello made a
motion, seconded by Council Member Luecke, that Bill No. 86-
93 be recommended favorably to Council. The motion passed
with Council Member Washington abstaining.
There being no further business to come before the
Committee, the meeting was adjourned at 4 : 15 p.m.
